In a bold and strategic shake-up aimed at accelerating development and enhancing service delivery, the County Government of Uasin Gishu has announced key leadership changes in its Departments of Health and Roads.
The cabinet reshuffle, unveiled under the stewardship of Governor Dr. Jonathan Bii Chelilim, is part of the county’s broader effort to realign executive roles with its Nguzo Kumi transformative governance agenda—a 10-point blueprint for inclusive growth and socio-economic progress.
In the realignment, outgoing Chief Executive Committee Member (CECM) for Health, Dr. Abraham Serem, will now lead the Roads and Infrastructure docket. He swaps roles with Eng. Joseph Lagat, the former Roads CECM, who assumes leadership of the Health Department.
The changes align specifically with Nguzo 2: Health and Wellbeing and Nguzo 6: Infrastructure and Road Development, signaling the county's commitment to ensuring that high-impact departments are led by individuals with the expertise and dynamism to drive meaningful results.
“This is more than a personnel change; it's a strategic alignment to maximize impact,” said Dr. Serem during the official handover ceremony. “We are confident this swap will bring renewed energy, innovation, and accountability to departments that are vital to the well-being and prosperity of our people.”
Eng. Lagat’s extensive background in infrastructure planning and project execution is expected to bolster health sector development—particularly in expanding health facility access in rural and underserved communities. Meanwhile, Dr. Serem brings a people-focused leadership style and seasoned experience in public service delivery to his new role, with a focus on improving road safety, upgrading rural road networks, and fast-tracking infrastructure projects countywide.
Residents and stakeholders across Uasin Gishu have widely welcomed the reshuffle, viewing it as a sign of a responsive and proactive county administration.
The Governor’s office reaffirmed that the reshuffle is designed not only to reposition leadership talent where it’s most needed, but also to strengthen departmental performance, encourage innovation, and ensure tangible progress for citizens.
