Security Committee Calls For Transparency in Police Recruitment Amid IG's Funding Woes

 




A total of Kshs. 2.9 billion has been allocated for the recruitment and training of 10,000 police officers less than half of the Kshs. 6.3 billion that had been requested, Inspector General of Police, Mr. Douglas Kanja, has told the Security Committee.


Appearing before the Administration and Internal Security Committee chaired by Narok West MP, Hon. Gabriel Tongoyo, the IG noted that there has been no police recruitment in the past three years. 


He added that the upcoming recruitment will be decentralized to the Sub-County level, with each Sub-County expected to host at least one recruitment center.


“The Ministry of Interior and National Administration is currently updating administrative boundaries to determine police recruitment centers. In the last recruitment held in 2022, the National Police Service conducted exercises in 334 centers across all constituencies,” noted Mr. Kanja.


The CEO of the National Police Service Commission, Mr. Peter Leley, revealed that the Commission will implement a digital recruitment process, to be conducted in two phases.


The first phase will involve an online registration and long-listing of applicants. Those shortlisted will then proceed to a second phase, which will include physical verification.


However, Committee Members raised concerns about the limitations of the digital approach. 


They noted that physical attributes, critical in police recruitment cannot be evaluated through online platforms. Additionally, they highlighted connectivity challenges in various regions, which may disadvantage candidates from remote or underserved areas.


The Independent Policing Oversight Authority (IPOA), led by CEO Mr. Elema Halake, also flagged gaps observed in previous recruitment exercises and called for stronger oversight.


In his closing remarks, Committee Chair Hon. Tongoyo emphasized the need for transparency, accountability, and inclusivity in the recruitment process, urging officials overseeing the exercise to uphold the integrity of the system and ensure equal opportunity for all Kenyans.
