Controller of Budget Conducts Monitoring and Evaluation Mission in Uasin Gishu County

 




The Office of the Controller of Budget (OCoB) has carried out a comprehensive monitoring and evaluation exercise in Uasin Gishu County, aimed at assessing the implementation and impact of county-funded projects. The initiative was undertaken in partnership with Governor Dr. Jonathan Bii’s administration and aligns with his flagship development agenda, Nguzo Kumi.


Led by Mr. Newton Kilinga, Team Leader at the OCoB, the delegation of national budget oversight officials toured key development sites in the county, including infrastructure, health, and agriculture projects. The visit is part of a broader national initiative to enhance fiscal accountability and ensure effective service delivery at the county level.


> “Our role as the Office of the Controller of Budget is to ensure that public resources are not only used legally but also yield the intended development outcomes,” said Mr. Kilinga during the site visits. “Uasin Gishu has made significant strides, and we are here to provide support in identifying areas for improvement and strengthening fiscal discipline.”




The monitoring exercise engaged county officials and local communities to gather feedback on ongoing development programs and their effectiveness. Two flagship funding initiatives under review were:


1. Uasin Gishu Education Revolving Fund Initiative:

Launched to support access to education for vulnerable learners, this fund has received an initial allocation of KES 28 million. To date, 2,958 students have benefited from the program, which forms a key part of the county’s inclusive education agenda.


2. Inua Biashara Fund:

Established under the Inua Biashara Fund Act of 2018, this initiative supports micro and small enterprises by offering financial aid, business development services, and training. It has so far disbursed KES 235 million to 1,524 beneficiaries.


Additionally, the team reviewed the implementation of the Uasin Gishu Alcoholic Drinks Act, which regulates alcohol licensing and channels generated revenues to rehabilitation programs. Notably, Moiben Sub-County was highlighted as a key beneficiary, with resources being directed toward community-based recovery initiatives.


County Executive Committee Member (CECM) for Finance and Economic Planning, Micah Rogony, welcomed the OCoB delegation and praised the initiative as a step forward in promoting transparency and aligning budget priorities with the county’s development goals.


> “As a county, we are committed to ensuring that every shilling allocated serves our people effectively. This engagement helps us realign our priorities and reinforce the impact of our development agenda,” said Rogony.




Chief Officer for Finance, Mr. Eliud Chemaget, echoed the commitment, emphasizing that lessons drawn from the exercise would guide future planning and execution.


 “The insights from this exercise will guide us in closing gaps, improving project completion rates, and aligning our budget implementation with the county's strategic goals,” he stated.




County Budget Coordinator Philemon Rono emphasized the importance of accountability and stakeholder coordination in achieving sustainable development.


 “This engagement affirms our shared commitment to transparency and efficiency. We must ensure that every resource invested results in measurable value for our citizens,” said Rono.




The exercise concluded with a debrief session involving county technical teams, where preliminary findings and recommendations were shared. The final report will be submitted to both the Uasin Gishu County Government and the Senate Budget and Appropriations Committee for further action.


This visit reflects the Controller of Budget’s continued efforts to enhance fiscal oversight across devolved units and strengthen public finance management, a critical component of Governor Bii’s Nguzo Kumi vision for accountable, people-centered governance.


Also present were CPA Nathan Korir (Economic Planning), CPA Martin Mutai (Director, Finance), Sarah Siambi (Director, Supply Chain Management), Charles Ruto (Director, Economic Planning), and Caroline Chelagat (Deputy Director, Finance).
