Uasin Gishu KUPPET Chairman, Bro. Sosthen Arap Bellat, has condemned the Teachers Service Commission (TSC) for what he termed as "misrepresentation of facts" regarding the State Health Insurance Agency's (SHA) capacity to accommodate teachers under the current medical scheme.
Speaking on the sidelines of the Competency-Based Curriculum (CBC) National Conversation in Nairobi, Arap Bellat expressed deep frustration over the deteriorating quality of healthcare services available to teachers.
“It is time Parliament allocates adequate funds to ensure teachers receive seamless medical services. Either proper health cover is put in place, or we revert to the medical allowances system so that teachers can seek personal insurance from providers like Jubilee. We are tired of being dismissed at hospitals with the phrase ‘Minet ya walimu’,” he lamented.
Arap Bellat urged the Budget and Appropriations Committee in Parliament to urgently intervene and address the chronic underfunding of the Teachers’ Medical Cover. He said the ongoing healthcare crisis among teachers reflects a systemic failure that must be urgently reversed.
In addition to calling out the TSC, Arap Bellat pushed for full autonomy of junior secondary schools (JS) in all aspects including management, co-curricular and extra-curricular programs. He emphasized the need for targeted budgetary allocations to bolster infrastructure—particularly in integrated and technical science laboratories, ICT integration, and capacity building of JS teachers.
He also called on Parliament to provide funds for the confirmation of newly recruited intern teachers, noting that the International Labour Organization (ILO) standards allow internship contracts for only up to six months.
“The interns have played a pivotal role in CBC implementation. It’s only fair they are confirmed and absorbed into the system,” he said.
Arap Bellat was among dozens of stakeholders gathered to evaluate the progress, challenges, and successes of the CBC system.
