CECM Murrey calls for stronger grassroots link in delivery of Governor’s agendas

County Executive Committee Member for Public Service Management, Devolution, Administration, Partnerships, Liason and Linkages, Loice Murrey, has called for stronger coordination, professionalism and accountability among staff to ensure the Governor’s development agenda reaches residents at the grassroots.

Speaking while chairing a departmental meeting bringing together Chief Officers and Directors, Murrey challenged the directors to make all staff understand their job descriptions and clearly connect their responsibilities to the delivery of services to residents.

She emphasised the critical role of Sub-County and Ward Administrators in taking information on County programmes, projects and achievements closer to the people, urging departments to ensure that facilitation provided to grassroots structures translates into tangible results and value for money.

Murrey, who noted that Public Service Management is the custodian of the County’s Performance Management and Performance Contracting framework, called on all CECMs and departments to implement Performance Contracts in line with approved guidelines.

 She highlighted target-setting, performance evaluations and vetting as key components of effective performance management, while urging officers to uphold professionalism, protocol, diplomacy and etiquette as representatives of the County Government.

She further called for stronger staff accountability, including action to address persistent lateness and absenteeism through an improved clocking-in and clocking-out system, while urging departmental heads to uplift their teams and promote a culture of good performance.

Chief Officer Public Service Management Dr. Paul Wangwe said the department will analyse data collected through staff welfare questionnaires to better understand employee needs, satisfaction levels, working conditions and whether skills were appropriately matched with assigned duties.

He also stressed the importance of strong organisational values and a positive workplace culture.

Chief Officer for Administration, Ruth Samoei, called for clear guidelines and proper procedures governing the acquisition and allocation of office space to ensure that staff have suitable working environments.

Meanwhile, preparations for the Mashujaa Day celebrations are being coordinated with emphasis on ensuring the availability of appropriate official branding and ceremonial materials, including jumbo flagpoles, the Coat of Arms of Kenya and ceremonial flags. 

The meeting also discussed strengthening departmental branding through adequate resources and also working towards documenting Uasin Gishu’s development journey and achievements through an achievements booklet, highlighting key milestones of successive County administrations and the County’s contribution to national development.
