Mandera South Bets on Digital Future as Elwak and Kotulo Innovation Hubs Take Shape

Mandera South is positioning itself as an emerging digital frontier in Kenya’s north-eastern region, following the rollout of new Constituency Digital Innovation Hubs in Elwak and Kotulo towns. The initiative, spearheaded by Member of Parliament Abdul Haro Kore through the National Government Constituency Development Fund (NG-CDF), is being implemented in partnership with Kenya’s Ministry of ICT and Digital Economy.

The two hubs—located in Elwak and Kotulo—are designed to expand access to digital resources, entrepreneurship support, and free public Wi-Fi. Officials say the facilities will not only improve connectivity but also serve as launchpads for young people seeking employment and business opportunities in the digital economy.

At the heart of the project is a broader ambition: transforming Mandera South into a regional innovation hotspot. The hubs are expected to function as co-working and learning spaces where residents can develop tech skills, explore online work, and build startups that respond to local challenges.

Speaking around the rollout, local leadership emphasized that the facilities are more than infrastructure projects—they represent a shift in how rural and marginalised regions can participate in Kenya’s fast-growing digital sector. The Elwak Youth Empowerment Centre, alongside the Kotulo Digital Hub, is being positioned as a creative space where technology and innovation meet youth talent.

The initiative reflects a growing national push to decentralize ICT development and ensure that digital opportunities reach all corners of the country, including historically underserved areas. If successful, Mandera South’s model could become a blueprint for other constituencies aiming to bridge the digital divide through locally anchored innovation ecosystems.

For now, anticipation is high as construction and rollout continue, with residents watching closely to see how the promise of a connected, opportunity-driven Mandera South begins to take shape.
