Uasin Gishu Midterm Review: County Evaluates Progress, Charts New Development Path

 




The County Government of Uasin Gishu has undertaken a comprehensive midterm review of its public investment projects, marking a crucial step in assessing progress and recalibrating development priorities. The session, held under the leadership of Governor Dr. Jonathan Bii, brought together top county officials, technical teams, and administrators to reflect on the implementation of key projects and map out the way forward.

Governor Dr. Bii emphasized the importance of renewed commitment and efficient service delivery in realizing the county’s development agenda. “This is our time to redeem ourselves and realign our development goals. We must ensure all ongoing and upcoming projects reflect the priorities of our people and are delivered efficiently,” he said.

The review comes at a pivotal time in the implementation of the Governor’s “Nguzo Kumi” (Ten Pillars) agenda, which has been central to the county’s development strategy. The framework emphasizes transparency, structured governance, and citizen engagement.

Deputy Governor H.E. Evans Kapkea echoed the Governor’s sentiments, calling for a focused strategic plan to accelerate stalled projects and enhance accountability across departments. “It is imperative that we strengthen inter-departmental coordination and provide the necessary oversight to fast-track delivery,” Kapkea stated.

During the session, County Executive Committee Member (CECM) for Finance, Micah Rogony, presented a comprehensive update on projects undertaken over the past two years. The presentation included performance evaluations, current status of projects, and the steps being taken to improve service delivery.

“This review is a critical opportunity to reflect, refine and chart a better way forward,” Rogony remarked. He also highlighted the introduction of a new Public Investment Project Regulation, which mandates that all county projects begin with a Concept Note — a foundational document outlining the project's necessity, scope, and expected impact.

“This regulation provides a legal framework for an efficient and effective public investment management process,” said Rogony. “It introduces distinct, sequential stages that must be followed — from project identification and planning, through pre-feasibility and appraisal, to full feasibility studies.”

County Secretary Philip Meli, all CECMs, Chief Officers, legal advisors, directors, sub-county and ward administrators, as well as engineers and communication personnel were in attendance, underscoring the inclusive approach of the review process.

The midterm review serves as both an accountability mechanism and a planning tool, aimed at enhancing project delivery and aligning resources with community needs. As Uasin Gishu moves into the second half of its term, the county leadership has reiterated its commitment to fostering transparent governance and delivering on its development promises.
