Security Committee Engages Hon. Muriu on Alcohol Control Bill Proposal

 



The Departmental Committee on Administration and Internal Security held a consultative session today with Gatanga MP, Hon. Wakili Muriu, to deliberate on his proposed Alcoholic Drinks Control (Amendment) Bill, 2024—a legislative effort aimed at curbing the growing menace of illicit alcohol in the country.

The proposed Bill seeks to amend the Alcoholic Drinks Control Act (Cap. 121) by introducing a graduated penalty system for repeat offenders involved in the illegal production, distribution, or sale of alcoholic beverages in violation of Sections 27, 32, and 38 of the current law.

In his presentation to the Committee, Hon. Muriu voiced deep concern over the proliferation of illicit brews, which he said are not only dangerously cheap but also pose significant public health and safety threats. He also emphasized the role of County Governments, whose licensing authorities often enable such establishments to operate under the radar.

“Many of these unregulated alcohol outlets are licensed at the county level, yet they contribute significantly to the alcohol abuse crisis and related deaths in our communities,” said Muriu.

Committee members, however, raised critical observations. Some noted that Kenya's judiciary already has existing provisions for imposing enhanced penalties on repeat offenders, calling into question the need for legislative redundancy. Others referenced a similar proposal that was tabled during the 12th Parliament but failed to pass into law.

Chaired by Vice Chairperson Hon. Dido Rasso (Saku), the Committee welcomed Hon. Muriu’s intentions but recommended refinements to the proposed amendments. They urged him to review past legislative attempts, incorporate their suggestions, and present a strengthened version of the Bill.

The session underscored Parliament’s continued focus on addressing the challenge of illicit alcohol, which has led to rising health complications, deaths, and social instability in various regions of the country.

The Committee assured Hon. Muriu of its support in refining the Bill and reiterated its commitment to legislative interventions that enhance public safety and promote responsible alcohol regulation.
