A Member of the County Assembly (MCA) from Kajiado has been arraigned in court following a dramatic incident in which he allegedly obstructed police officers from executing an arrest, assaulted one of them, and helped a suspect escape.
According to the Directorate of Criminal Investigations (DCI), the incident occurred on December 4, 2024, in the Nyarunga area of Emakoko. Officers from Oloosirkon Police Station had been dispatched to apprehend suspects linked to a case of assault and malicious damage.
The MCA, identified as Marush Stephen Rais Kisemei, who represents Oloosirkon Ward, is accused of interfering with the arrest operation. The DCI reports that after one suspect, Soipen Samuel, was taken into custody, Kisemei arrived at the scene with a group of more than ten individuals allegedly armed with sticks and knives.
“With a pistol at hand, the MCA also led the group to attack the police vehicle amidst threats,” read a statement from the DCI.
The group is reported to have assaulted a police officer assigned to guard the arrested suspect, enabling the suspect’s escape. The commotion outside alerted two other officers who were still inside a house conducting further searches. The officers rushed out and managed to push back the attackers.
Following the altercation, the matter was handed over to DCI Isinya, which completed investigations and submitted the case file to the Office of the Director of Public Prosecutions (ODPP). The ODPP approved charges for prosecution.
Kisemei is now facing three criminal charges:
- Misuse of a firearm
- Willfully obstructing a police officer on duty
- Creating a disturbance
The case has raised concerns over elected leaders interfering with law enforcement operations, and the prosecution is expected to proceed swiftly given the seriousness of the allegations.
The court is yet to set a hearing date, while the MCA remains out on bail pending further proceedings.
