West Pokot Governor Simon Kachapin today participated in the Council of Governors’ Full Council meeting in Nairobi, where key issues impacting counties were deliberated ahead of the 2025/2026 financial year.
The Council raised concerns over the proposed KES 405 billion equitable share in the Division of Revenue Bill, 2025, which falls short of the recommended KES 536.88 billion. Governors noted that this amount fails to reflect increased expenditures and the cost of newly devolved functions.
Additionally, the Council condemned the continued allocation of KES 29.7 billion to national ministries for functions already transferred to counties, as per Gazette Notice Vol. CXXVI of 16th December 2024, urging full compliance with the “resources follow functions” principle. They also called for timely disbursement of funds to support uninterrupted service delivery.
In other development, Governor Kachapin also oversaw the official transfer of student bursary administration to West Pokot County following the signing of an Intergovernmental Partnership Agreement (IPA) with the Ministry of Education at Delta House, Nairobi.
This unlocks significant resources to support students across the county. Governor Kachapin assured residents that bursary disbursement will commence soon, ushering in a more localized and efficient bursary program.
