Kang’ata Calls for Dialogue as ECDE Teachers Push for Permanent Terms


Irungu Kang'ata has called for dialogue and a phased approach to address demands by Early Childhood Development and Education (ECDE) teachers in Murang'a County, even as he highlighted key achievements by his administration.

Speaking during his State of the County Address at the Murang'a County Assembly, the governor acknowledged the concerns raised by ECDE teachers seeking permanent and pensionable employment terms, but cautioned against making commitments that could strain the county’s finances.

“We need dialogue and practical solutions. This matter can be addressed in phases rather than making commitments that may not be sustainable in the long run,” Kang’ata said.

He emphasized that while the teachers’ demands are valid, the county government must operate within its financial limits. According to the governor, Murang’a currently allocates about 60 percent of its total revenue to salaries and wages—significantly above the 35 percent cap set under public finance management regulations.

Kang’ata further noted that a High Court directive requires county governments to comply with the legal wage threshold within the next three years, adding pressure on devolved units to rationalize their payrolls.

At the same time, the governor outlined progress made by his administration across key sectors, including education, healthcare, agriculture, and revenue growth, positioning Murang’a as one of the counties striving to balance development priorities with fiscal discipline.

The call for dialogue signals a possible path toward resolving the standoff with ECDE teachers, as county governments nationwide continue to grapple with rising wage bills and increasing demands for improved employment terms.
