APPOINTMENT OF ACTING DIRECTOR GENERAL AT THE KENYA VISION 2030 DELIVERY SECRETARIAT
The Chairman of the Kenya Vision 2030 Delivery Board, Dr. Emmanuel K. Nzai, today led the formal introduction of Mr. James Maina as the Acting Director General of the Kenya Vision 2030 Delivery Secretariat (VDS). The announcement was made at 12:00 p.m. at the Ruwaza Center, 7th Floor, Britam Center.
Mr. Maina joins the Secretariat from the State Department for Economic Planning (SDEP) following a recommendation of the Board and appointment by the Principal Secretary, SDEP, National Treasury, Dr. Bonface Makokha.
Introducing Mr. Maina was SDEP’s Administrative Secretary, Dr. Haron Komen who commended the appointment as a critical choice at an opportune time. Dr. Komen said, “Mr. James Maina served as the Head of Monitoring, Evaluation, and Public Investment Management Directorate (MED) and brings to the VDS an extensive career spanning 29 years in public service. He has deep expertise in macroeconomic and national development planning, international relations, monitoring and evaluation and performance management. Over the course of his career, Mr. Maina has played a pivotal role in shaping Kenya’s development agenda. He coordinated the preparation of the Fourth Medium Term Plan (MTP IV) and was instrumental in the development of the Third Medium Term Plan (MTP III) under the Kenya Vision 2030 framework. Additionally, he has overseen country reporting on the Africa Agenda 2063 First Ten-Year Implementation Plan (FTYIP).
Chairman Nzai congratulated Mr. Maina and thanked the Principal Secretary and Head of Public service for the timely appointment. Addressing the Acting Director General and staff, Dr. Nzai, pointed out that Mr. Maina’s combined role at MED and VDS is a deliberate step towards strengthening the Secretariat’s readiness for guiding and coordinating implementation of the Kenya Vision 2030 countdown actions. The Chairman informed the Secretariat that the Vision 2030 Board and VDS will be restructured in the next three months to make them “fit for purpose” in the final acceleration phase of implementation of final Medium Term Plan (MTP IV) – Bottom up Economic Transformation Agenda and development of the next longterm blueprint. Dr. Nzai called for renewed commitment to transformational leadership, business unusual and relentless focus on results.
Mr. Maina thanked the Chairperson and Principal Secretary for his appointment and the warm welcome by the staff. Reflecting on his journey as career Economic Planner, Mr. Maina intimated his experience in the development and implementation of the Kenya Vision 2030 beginning with successes of Economic Recovery Strategy for Wealth and Employment Creation (ERSWEC) 2003 – 2007. “I am greatly honored for the opportunity to lead VDS in this critical moment of the MTP IV – BETA implementation and commit to work diligently with the Board, Staff, SDEP and implementing Ministries Department and Agencies,” he said.
Mr. Maina assumes the acting role from Mr. Kenneth Mwige, who has proceeded on terminal leave effective April 1, 2026 ahead of end contract on June 30, 2026.
The Kenya Vision 2030 Delivery Board welcomes Mr. Maina to his new role and looks forward to his leadership in the transitional period until a substantive Director General is appointed.
