Security Workers Union Pushes for Firearms Policy as Guards Face Rising Threats

The Kenya National Security Workers Union (KNSWU) has renewed its call for the government to establish a clear and comprehensive policy allowing security officers to be issued with firearms while on duty, citing growing security threats and the increasing use of sophisticated weapons by criminals.

The call was made during the union’s national delegates’ elections held in Likuyani, where Isaac Andabwa was re-elected as Secretary General. Addressing delegates drawn from across the country, Andabwa warned that security guards remain dangerously exposed, particularly those deployed in large institutions such as factories, learning institutions, hospitals, warehouses, and residential estates.

He noted that while criminals continue to arm themselves with modern firearms, security workers are often left with basic equipment, leaving them ill-prepared to respond to armed attacks.

“Security workers risk their lives every day, yet they are expected to confront armed criminals without proper weapons. This is unfair and dangerous. The government must establish a clear framework to ensure security officers are armed where necessary to protect themselves, the public, and the property they guard,” Andabwa said.

The union boss emphasized that arming security officers in high-risk areas would act as a deterrent to crime and significantly reduce cases where guards are injured or killed in the line of duty. He added that a regulated system, including proper training, licensing, and accountability, would ensure firearms are used responsibly and strictly for security purposes.

Andabwa further argued that security workers play a critical role in national safety and should be treated as key partners in the country’s security architecture, rather than being overlooked.

“Security guards are often the first line of defence. When criminals strike, they encounter these workers first. It is only right that they are adequately equipped and protected,” he said.

Beyond safety concerns, the Secretary General raised alarm over what he termed continued interference in the union’s affairs. He accused the government of weakening the union’s mandate by registering multiple unions within the private security sector, a move he said has caused confusion and undermined effective representation of workers.

According to Andabwa, the existence of parallel unions has disrupted collective bargaining efforts and diluted the voice of security workers.

“Our mandate should not be influenced by non-members or parallel formations. We urge the government to streamline its processes and allow us to serve our members without interference,” he said.

During the event, Andabwa also commended President William Ruto for the decision to remove income tax on workers earning below Sh30,000, terming the move a significant relief for low-income earners struggling with the rising cost of living.

However, he challenged the government to ensure full enforcement of the minimum wage and to take decisive action against employers who violate labour laws, particularly within the private security industry, which he said is prone to exploitation.

“Many security workers are still underpaid, overworked, and denied basic rights. Policy changes must be matched with strict enforcement to protect workers,” he added.

More than 200 delegates from different regions of the country attended the national elections in Likuyani, underscoring the union’s growing national presence. The elections saw Andabwa retain his position as Secretary General, signaling continued confidence in his leadership.

The union concluded by expressing hope that the government will address its concerns, saying improved policies, fair labour practices, and enhanced security measures would go a long way in improving the safety, welfare, and dignity of security workers across the country.
