DHOPS Gathecha Urges Government Officers to Boost Service Delivery+
Deputy Head of Public Service, Amos Gathecha, has called on government officers to deepen collaboration and align their efforts to advance the Kenya Kwanza transformation agenda. He made the remarks while officially closing a four-day induction workshop for newly engaged Government Delivery Unit (GDU) staff at the Kenya School of Government, Embu, representing the Chief of Staff and Head of the Public Service, Felix Koskei.
Gathecha stressed that government officers carry the responsibility of turning the administration’s ambitious vision into tangible improvements in the lives of Kenyans. “Our work must always answer a simple question: Does this improve the lives of Kenyans? Does it advance food security, industrialization, infrastructure development, job creation, and the overall wellbeing of our people? If the answer is no, then we must rethink, realign, and refocus,” he said.
He urged officers to embrace the Whole-of-Government Approach (WoGA), emphasizing that ministries and agencies must move away from working in silos. “Guided by the Whole-of-Government Approach, we must stand behind One Vision, One Mission, One Command, as articulated by the President in the State of the Nation Address on 20th November 2025. We have the political goodwill, the structures, and the talent. Now, we must add urgency, passion, and unwavering commitment. It is our time to act,” Gathecha stated.
The Deputy Head of Public Service also called on officers to improve how the government engages with citizens, particularly the youth, who make up about 75 percent of the population. He emphasized that public communication should go beyond reporting outputs to demonstrating real impact at the grassroots level. “Our story must not just be about outputs and reports, but about real impact in villages, towns, and cities across our nation. That is why we are validating the GDU Communications Strategy – to engage more openly, more honestly, and more effectively,” he said.
Gathecha reaffirmed the government’s commitment to continuous capacity building, pledging ongoing investment in GDU teams, Regional and County Development Implementation Committees, and national coordination structures to strengthen delivery capability. “We will continue to invest in our people so that we have the capacity to deliver on the promises we have made,” he added.
The workshop was attended by Deputy Chief of Staff for Delivery and Government Efficiency, Eliud Owalo; Deputy Chief of Staff in the Office of the Deputy President, Eric Wachira; Regional Commissioners including Abdi Hassan (Rift Valley), Paul Rotich (Eastern), Rhoda Onyancha (Coast), and John Otieno (North Eastern); several County Commissioners; Acting Head of the Government Delivery Unit, Sitati Orlando; as well as GDU staff and other public officers.
Gathecha expressed appreciation to all participating government entities, development partners, and the private sector, acknowledging divine guidance in ensuring the successful conclusion of the workshop. He urged officers to “be remembered as the team that helped write a true transformation story for Kenya in our lifetime.”
