President William Ruto has announced proposed tax relief measures for low-income workers and plans to expand employment opportunities for young Kenyans, including a target of 50,000 beneficiaries under the National Internship Programme from January 2027.
Speaking during the 2026 Mashujaa Day celebrations at Kipchoge Keino Stadium in Eldoret, the President outlined a series of proposed economic measures aimed at easing the cost of living, reducing the tax burden on workers and addressing youth unemployment.
Ruto said the government was considering exempting workers earning KSh32,333 or less per month from Pay As You Earn (PAYE) income tax, a move that would allow eligible employees to retain more of their monthly earnings if approved and implemented.
He also announced proposals to reduce the cost of property transactions and mobile phones as part of broader efforts to make essential services and economic opportunities more accessible to Kenyans.
On youth employment, the President said the government planned to expand the National Internship Programme to accommodate 50,000 young people beginning January 2027. Those selected are expected to receive monthly stipends during their internship period.
The proposed measures come amid continued public concerns over unemployment, rising living costs and the tax burden facing households, with young people increasingly calling for more employment opportunities and improved economic prospects.
Acknowledging the concerns expressed by young Kenyans, Ruto noted that some had taken to the streets to demand action on economic challenges and the pace of change in the country.
“Kenyans, particularly young people, have taken to the streets to express frustration, sometimes over the cost of living, taxation, unemployment, and the pace of change,” Ruto said.
The President's remarks placed youth employment and household financial pressures among the key issues addressed during this year's national celebrations.
He also paid tribute to Kenya's freedom fighters, whose sacrifices paved the way for independence, while recognising the contribution of Kenyan athletes who continue to represent the country in international competitions.
The 2026 Mashujaa Day celebrations brought together leaders and residents from Uasin Gishu, Nandi and Elgeyo-Marakwet counties, highlighting the region's contribution to Kenya's history, development and sporting achievements.
However, the proposed tax changes and other economic measures will require the relevant implementation processes before they can take effect. The planned internship expansion is expected to begin in January 2027, subject to the government's implementation arrangements.
