Former Kesses MP Mishra Chelule Unveils 2027 Manifesto Proposals for Free Wi-Fi in Churches, Markets and AI Technology
Former Kesses Member of Parliament Dr Mishra Kiprop Arap Chelule, CBS, has proposed introducing free Wi-Fi in churches and markets across Kesses Constituency, alongside the adoption of Artificial Intelligence (AI) in religious institutions, as part of his proposed 2027 manifesto.
Chelule says the initiatives are aimed at bridging the digital divide, empowering local communities and expanding access to information, digital learning and economic opportunities through technology and innovation.
In a manifesto statement shared on his official Facebook page, the former legislator outlined a vision that would see churches and markets benefit from improved internet connectivity, enabling residents to participate more actively in the digital economy.
Under the proposed programme, all churches across Kesses Constituency would be connected to free Wi-Fi to support communication, online learning, access to educational resources and information sharing.
The initiative seeks to strengthen the role of churches as community institutions by enabling religious organisations and their congregations to take advantage of modern digital platforms.
Chelule also proposed promoting the use of Artificial Intelligence in churches beyond Kesses Constituency, with the technology expected to support administrative processes, information management and access to educational materials.
The proposed AI initiative would encourage religious institutions to explore how emerging technologies can improve efficiency and support ministry activities while maintaining their core spiritual and community responsibilities.
Artificial Intelligence is increasingly being adopted across different sectors to improve service delivery, manage information and expand access to knowledge. In religious institutions, it could potentially support the preparation of educational materials, organisation of digital content and administrative tasks.
In addition to the church-focused proposals, Chelule has outlined plans to provide free Wi-Fi in all markets across Kesses Constituency as part of his proposed 2027 development agenda.
The market connectivity programme is intended to improve internet access for traders, small business owners, young people and other residents who depend on local markets for their livelihoods.
According to the manifesto proposal, free Wi-Fi in markets would support digital learning, improve access to online information and empower traders to use technology in their daily business operations.
The initiative is also expected to create opportunities for young people to acquire digital skills, explore online employment and participate in innovation-driven economic activities.
By connecting local markets to the wider digital economy, the proposal seeks to give traders and small businesses greater opportunities to access online platforms, communicate with customers and explore new ways of conducting business.
The market Wi-Fi proposal complements the planned connectivity for churches, placing digital access at the centre of Chelule's proposed development agenda for Kesses Constituency.
The former MP's vision comes at a time when internet connectivity and digital technologies are playing an increasingly important role in education, business, communication and service delivery.
If implemented, the proposed initiatives could provide churches with additional opportunities for digital communication and learning while giving traders and young people improved access to online resources and economic opportunities.
However, the proposals remain part of Chelule's proposed 2027 manifesto, and further details on funding, implementation timelines, infrastructure requirements and the institutions that would participate have yet to be outlined.
The plans also raise questions about how the proposed connectivity programme would be sustained and how access to free internet services would be managed across churches and markets in the constituency.
Chelule's proposals add digital transformation, technological innovation and community empowerment to the issues being presented to residents ahead of the 2027 General Election.
Through the proposed initiatives, the former legislator seeks to position internet connectivity and emerging technologies as tools for expanding opportunities for religious institutions, traders, small businesses and young people.
His manifesto vision is anchored on the theme “Maendeleo na Uwezeshaji”, emphasising development and empowerment through improved access to technology, information and digital opportunities.
