Murkomen Cracks Down on Goonism, Unveils New Nairobi Police Unit as Village Elders Set to Receive Monthly Stipends

Interior and National Administration Cabinet Secretary Kipchumba Murkomen has announced a series of security and governance measures aimed at strengthening law and order across the country, while assuring Kenyans that those behind acts of violence and public disorder will be brought to justice.

Speaking during a Sunday service and Golden Jubilee celebrations at AIC Plainsview Church in Nairobi, Murkomen said the government remains committed to safeguarding national security despite emerging challenges posed by criminal groups and politically-instigated violence.

The Interior CS noted that Kenya continues to enjoy relative peace and stability, but warned that incidents of goonism witnessed in recent months threaten public order and social harmony.

"Even as the country remains safe and secure, goonism perpetrated by actors across the political divide continues to pose a challenge," Murkomen said.

He specifically referenced the recent incident at All Saints Cathedral in Nairobi, which attracted national attention after disruptions during a public event. According to Murkomen, security agencies have already arrested several suspects connected to the incident and investigations are ongoing to identify and apprehend additional individuals involved.

The CS emphasized that the government will not tolerate lawlessness regardless of the political affiliations of those responsible.

"We have already made several arrests, and our security agencies are pursuing more suspects. We will ensure that everyone involved is brought to book and held accountable. No one is above the law," he stated.

New Nairobi Security Architecture

In what could mark a significant shift in urban policing, Murkomen announced the establishment of the Nairobi Metropolitan Police Unit, a specialized security formation designed to enhance safety and improve response to security threats within the capital city.

The new unit will operate within a broader security framework that seeks to address challenges associated with rapid urbanization, increasing population density, organized criminal activity, and public order management.

According to the CS, the government is integrating modern technology into security operations to improve surveillance, intelligence gathering, crime detection, and emergency response capabilities.

He said the use of technology will enable law enforcement agencies to respond more effectively to emerging threats while ensuring greater coordination among security institutions operating within Nairobi.

"Nairobi is the country's economic and administrative hub, and its security remains a national priority. Through the Nairobi Metropolitan Police Unit and the integration of modern technology, we are strengthening public order and enhancing our capacity to respond to evolving security challenges," Murkomen said.

Security experts have increasingly called for modernized policing systems in major urban centers as authorities grapple with challenges ranging from organized crime and cyber threats to crowd management during public events.

Village Elders to Receive Monthly Stipends

In another major announcement, Murkomen revealed that village elders will begin receiving monthly stipends from the government starting in the next financial year.

The move is expected to formalize recognition of the role played by thousands of village elders across the country, many of whom have for years served communities voluntarily.

Village elders often act as the first point of contact in resolving local disputes, identifying security threats, supporting government programs, and promoting peaceful coexistence among residents.

Murkomen described them as a critical pillar of grassroots governance and community policing.

"Our village elders have been instrumental in maintaining peace, resolving conflicts, and supporting government administration at the community level. It is only fitting that their contribution is recognized and supported," he said.

The stipend program is expected to boost morale among village elders and strengthen collaboration between communities and government agencies in addressing local challenges.

The announcement is likely to be welcomed by community leaders who have long advocated for better support and recognition of elders' contributions to public service.

Praise for AIC Plainsview at 50

Murkomen made the remarks while joining congregants at AIC Plainsview Church during celebrations marking the church's Golden Jubilee.

The event brought together church leaders, worshippers, community members, and government officials to commemorate 50 years of ministry and service.

The Interior CS praised the church for its enduring contribution to spiritual growth, education, community development, and nation-building.

He noted that faith-based organizations continue to play an important role in shaping responsible citizens and promoting values that strengthen families and communities.

"We commend AIC Plainsview for 50 years of faithful service, its contribution to socio-economic development, and its role in shaping generations of responsible citizens. The church remains an important partner in building a peaceful and prosperous society," Murkomen said.

Government's Push for Security and Community Engagement

The latest announcements come as the government intensifies efforts to strengthen security across the country while promoting greater collaboration between law enforcement agencies and local communities.

Murkomen reiterated that security remains a shared responsibility and called on citizens to continue working closely with authorities by reporting criminal activities and supporting community policing initiatives.

As Kenya navigates evolving security challenges, the government says it remains focused on maintaining peace, protecting lives and property, and ensuring that individuals who engage in violence, intimidation, or public disorder are held accountable under the law.

With the planned rollout of the Nairobi Metropolitan Police Unit, the adoption of modern policing technologies, and the introduction of stipends for village elders, the government hopes to build a more responsive and community-centered security system capable of addressing both current and future challenges.
