KEPHIS RANKS AMONG TOP-PERFORMING STATE AGENCIES AS LEADERSHIP EARNS PRAISE
The Kenya Plant Health Inspectorate Service (KEPHIS) has been ranked among the top-performing state agencies in the country following the release of the Government Performance Evaluation Report for the 2024/2025 Financial Year.
According to the report, KEPHIS attained a composite score of 2.6690, placing it among the leading institutions within the Agriculture, Rural and Urban Development Sector Working Group, a cluster that includes key government agencies responsible for agriculture, food security, livestock development, fisheries, and environmental conservation.
The impressive performance has been attributed to the leadership of KEPHIS Managing Director, Prof. Theophilus Mutui, and Board Chairman, Hon. Joseph M'Eruaki M'Uthari, whose stewardship has overseen significant institutional growth, improved service delivery, and strengthened Kenya's agricultural regulatory systems.
Under their leadership, KEPHIS has continued to play a vital role in safeguarding the country's agricultural sector through plant health inspection, seed certification, phytosanitary services, quality assurance, and the facilitation of local and international agricultural trade.
The agency's strong ranking reflects its commitment to operational excellence, innovation, accountability, and customer-focused service delivery. Stakeholders have lauded KEPHIS for supporting farmers through access to quality seeds and planting materials, protecting crops from harmful pests and diseases, and facilitating market access for agricultural products.
Prof. Mutui has been recognized for championing modernization initiatives aimed at enhancing efficiency and strengthening the institution's capacity to respond to emerging agricultural challenges. His leadership has helped position KEPHIS as a key pillar in advancing Kenya's food security agenda and agricultural transformation efforts.
At the same time, Chairman M'Eruaki has been credited with providing strategic oversight and governance that have enabled the Board and management to work seamlessly towards achieving institutional objectives. His emphasis on accountability, transparency, and performance excellence has been instrumental in driving the agency's success.
The achievement comes as the government intensifies efforts to modernize agriculture and boost productivity under the Bottom-Up Economic Transformation Agenda (BETA). As one of the country's premier agricultural regulatory institutions, KEPHIS remains central to ensuring farmers access quality agricultural inputs while protecting Kenya from the introduction and spread of harmful plant pests and diseases.
The latest ranking underscores the effectiveness of the leadership partnership between Prof. Mutui and Hon. M'Eruaki, which has fostered a culture of professionalism, innovation, and results-oriented performance within the organization.
As KEPHIS continues to expand its impact across the agricultural value chain, the agency's performance in the latest evaluation reinforces confidence in its ability to deliver on its mandate and support farmers, traders, exporters, and other stakeholders who rely on efficient and reliable plant health and quality assurance services.
The recognition further highlights KEPHIS' crucial contribution to Kenya's agricultural development, food security, and economic growth.
