Engineers Board of Kenya Ranked Best Performing Agency Under Ministry of Roads and Transport
The Engineers Board of Kenya (EBK) has been recognised as the top-performing agency under the Ministry of Roads and Transport after earning a composite grade of “Excellent” in the latest performance contracting evaluation.
The accolade was announced during the signing of the FY 2025/2026 Cascaded Performance Contracts ceremony, presided over by Cabinet Secretary Davis Chirchir. The event marked a significant milestone in the government’s ongoing efforts to entrench a results-driven culture across ministries, departments and state corporations.
Performance contracting is a strategic accountability framework used in Kenya’s public service to set clear, measurable targets for institutions. It aligns agency mandates with national development goals while enabling objective assessment of performance against agreed deliverables. Institutions are evaluated on service delivery, financial stewardship, innovation, operational efficiency and overall impact to the public.
In his address, Chirchir emphasised the critical role of measurable outcomes in driving infrastructure development and improving service delivery. He called for strengthened collaboration among agencies within the transport and infrastructure sectors, noting that effective coordination is essential to maximising impact and avoiding duplication of efforts.
“Performance contracting is not merely a compliance exercise, but a tool for ensuring that institutions deliver real, tangible benefits to citizens,” he said, urging agencies to remain focused on disciplined implementation of their mandates.
The Cabinet Secretary commended the roads sub-sector for the enhanced execution of projects across the country, pointing to improved timelines, increased connectivity and better oversight mechanisms. He noted that sustained performance across agencies would be instrumental in advancing the government’s broader economic and development agenda.
EBK’s strong performance reflects its continued commitment to upholding standards in the engineering profession, strengthening regulatory oversight and promoting professionalism and ethical practice. As the statutory body mandated to regulate engineering practice in Kenya, the Board plays a pivotal role in ensuring that infrastructure projects meet required safety, quality and technical standards.
By achieving an “Excellent” rating, EBK has demonstrated effective governance, prudent resource management and alignment of its strategic objectives with national priorities in infrastructure and transport development.
The ceremony was attended by senior government officials, including Principal Secretaries Eng. Joseph Mbugua (Roads), Dr. Teresiah Mbaika (Aviation and Aerospace Development) and Mohamed Daghar (Transport). Principal Secretary for National Government Coordination Ahmed Ibrahim was also present, alongside Directors-General, Chief Executive Officers and other officials from agencies under the ministry.
The signing of the FY 2025/2026 Cascaded Performance Contracts sets the stage for another year of structured performance monitoring, with agencies expected to cascade targets to departmental and individual levels to ensure accountability throughout their operations.
For EBK, the recognition serves as both affirmation and motivation — a signal that regulatory excellence, institutional discipline and strategic alignment can translate into measurable public value.
