Ruto rallies MCAs behind reform agenda, backs improved welfare and Ward Fund

 


William Ruto has reaffirmed the government’s recognition of Members of County Assemblies (MCAs) as indispensable partners in driving Kenya’s development agenda and linking citizens’ aspirations to national policymaking.

Speaking during the Annual County Assemblies Forum, President Ruto outlined what he described as a bold and transformative vision for the Republic, anchored on unity of purpose, fiscal responsibility and accelerated socio-economic progress.

The Head of State urged MCAs to support the proposed National Infrastructure Fund, terming it a strategic financing vehicle designed to mobilise sustainable resources for transformative projects across the country. He said the fund will channel investments into critical sectors including roads, airports, dams, irrigation schemes and electricity connectivity.

“The success of our development agenda depends on structured, predictable and sustainable financing,” the President said, calling on ward representatives to champion the initiative within their counties and among their constituents.

On the welfare of MCAs, Dr Ruto assured them of the government’s backing for recommendations by the Salaries and Remuneration Commission to reclassify their job groups from D4 to E2. He noted that the move reflects the weight of their responsibilities and their central role in strengthening devolution.

The President further reiterated the administration’s commitment to supporting the County Assemblies Pension Scheme Bill and the Ward Development Fund, both currently before the National Assembly of Kenya. He said the proposed laws would enhance the welfare of MCAs and improve service delivery at the grassroots.

Ruto emphasised that empowering county assemblies is key to deepening devolution and ensuring equitable development across all regions.

County Assemblies Forum Chairman Seth Kamanza, in his remarks, called for the swift enactment, entrenchment and operationalisation of the Ward Development Fund. He described the fund as a critical instrument for driving equitable development at the ward level and addressing local priorities more efficiently.

Kamanza urged lawmakers to fast-track the legislative process, saying the fund would strengthen participatory governance and enable MCAs to respond more effectively to community needs.

The forum brought together MCAs from across the country to deliberate on legislative reforms, fiscal sustainability and strategies to enhance service delivery within devolved units.
