Lusaka Unveils Five-Year Strategic Plan to Transform Bungoma Referral Hospital


Bungoma Governor Kenneth Lusaka has launched an ambitious five-year strategic plan aimed at transforming the Bungoma County Teaching and Referral Hospital (BCTRH) into a centre of excellence in healthcare service delivery.

The 2025–2030 Strategic Plan was unveiled during the hospital’s end-of-year staff celebration, where Governor Lusaka said the blueprint reflects the county government’s commitment to providing quality, patient-centred and compassionate healthcare to residents of Bungoma and the wider western Kenya region.

The governor noted that the county has, in recent years, expanded services at the facility, strengthened health systems, enhanced partnerships and reinforced BCTRH’s mandate as a teaching and referral hospital. He said the new strategic plan builds on these achievements to address emerging healthcare needs and future challenges.

“The plan we have launched today is more than just a document; it is a promise to our people,” Lusaka said. “It prioritises modern infrastructure, technology and equipment, staff training and welfare, research and innovation, as well as financial sustainability.”

Addressing human resource gaps in the health sector, the governor acknowledged persistent staff shortages but said the county had already recruited additional technical and support staff and would continue with phased recruitment. He further announced plans to hire four key specialists—an oncologist, psychiatrist, neurosurgeon and pathologist—in a move aimed at elevating BCTRH to a fully-fledged Level Five hospital.

On infrastructure development, Lusaka revealed that the county government plans to construct new administration, medical and surgical blocks at the facility. He said the expansion would help decongest the hospital and put an end to the practice of bed-sharing among patients.

“Over the next five years, BCTRH will not only respond to illness but will help shape the future of healthcare in our region,” the governor said, while commending the hospital’s management, board and staff for their dedication and service.

The launch was attended by Deputy Governor Janepher Mbatiany, Head of Public Service William Nasong’o, Health and Sanitation CECM CPA Chrispinus Barasa, Chief Officer Dr Magrima Mayama, County Director of Health Dr Caleb Watta and BCTRH Medical Superintendent Dr Simon Kisaka, among other county officials and healthcare workers.
