Silas Kinoti: The Quiet Force Driving Kenya’s Urban Road Transformation
Eng. Silas Kinoti, EBS, the Director General of the Kenya Urban Roads Authority (KURA), has emerged as one of the most effective yet understated figures in Kenya’s infrastructure sector. Known for his calm demeanor and results-driven leadership, Kinoti continues to steer major urban road projects that are easing traffic congestion and transforming the country’s urban mobility landscape.
Under his stewardship, KURA has intensified efforts to expand and modernize road networks in key urban centers, with Nairobi witnessing some of the most impactful projects currently underway.
Among them is the Valley Road / Ngong Road / Nyerere Road Interchange and Upper Hill Overpasses Project, which spans approximately six kilometres and connects vital city corridors such as State House Road, Haile Selassie Avenue, Kenyatta Avenue, and Upper Hill Close.
The project, now 43% complete, is expected to drastically ease traffic between Upper Hill and the Central Business District (CBD), while improving access to major government offices and commercial zones.
Another flagship development is the Ngong Road–Naivasha Road Flyover near Junction Mall.
The flyover, 78.4% complete and slated for completion by June 2026, aims to decongest one of Nairobi’s busiest intersections and enhance safety for both motorists and pedestrians.
Eng. Kinoti’s leadership style is marked by strategic planning, technical precision, and quiet determination. Industry observers credit him with introducing a culture of efficiency and innovation within KURA, ensuring projects are delivered with minimal disruption to city life.
