Mediation Committee Advances Review of the Coffee Bill, 2023




The Mediation Committee on the Coffee Bill, 2023, chaired by Senator David Wakoli (Bungoma), convened on Monday, 17th November 2025, to conduct an in-depth, clause-by-clause review of proposed amendments to the Bill.


The Coffee Bill, 2023 seeks to provide a comprehensive legal framework for the transformation of Kenya’s coffee sub-sector. Key provisions include the establishment of the Coffee Board of Kenya and the Coffee Research Institute, clarification of the respective mandates of the National and County Governments, and the creation of mechanisms for regulating, developing, and promoting the coffee industry.


During the session, Gichugu Member of Parliament, Hon. Gichimu Githinji, was commended for his consistent and unwavering advocacy for coffee farmers across the country. Hon. Githinji has been at the forefront of pushing for sector reforms aimed at ensuring fair compensation, improved market structures, and strengthened farmer protections.


His steadfast engagement, both in parliamentary deliberations and in grassroots consultations with growers, has positioned him as a key champion of farmer welfare within the legislative process. Stakeholders noted that his commitment continues to bring national attention to the challenges facing the coffee sector and the need for sustainable, farmer-centered policy interventions.


The Committee will continue its deliberations ahead of presenting a harmonized version of the Bill to Parliament.
