PS Dr. Ouma Oluga Launches Health Facility Digitization and SHA Mass Registration in Migori
The Medical Services Principal Secretary, Dr. Ouma Oluga, today presided over a major milestone in Kenya’s journey toward Universal Health Coverage (UHC) with the official launch of the digitization of health facilities and the Social Health Authority (SHA) mass registration campaign in Migori County.
Speaking during the event, Dr. Oluga highlighted the digitization initiative as a critical move to enhance efficiency, accountability, and service delivery within the healthcare sector. The new digital system will enable real-time access to patient data, streamline claims processing, and improve performance monitoring across health facilities.
“Digitizing our health facilities will transform how we deliver care, monitor outcomes, and reimburse services. It is a foundational step in building a modern, transparent, and people-centered healthcare system,” said Dr. Oluga.
To support this digital transformation, the Principal Secretary handed over a total of 750 digital devices to Migori County, comprising 112 computers and 638 tablets. These will be distributed across health facilities to facilitate operations, manage patient data, and support the registration of beneficiaries under the SHA scheme.
At the same event, Dr. Oluga officially launched the SHA mass registration campaign, urging residents to enroll in the new health insurance program. He emphasized that SHA is designed to ensure access to affordable, quality healthcare for all Kenyans, especially those in the informal sector who have traditionally been underserved.
“This is about health equity,” Dr. Oluga stated. “With SHA, no Kenyan should be denied medical care because they cannot afford it.”
He further lauded the Migori County Government for its strong partnership in implementing the UHC agenda and called for continued collaboration between national and county governments to deliver better health outcomes.
The SHA registration drive and facility digitization efforts are part of the national rollout strategy aimed at transforming Kenya’s healthcare system into one that is more inclusive, efficient, and sustainable.
