Senate Committee on Delegated Legislation Meets with Embu MCA's



The Senate Committee on Delegated Legislation met with Members of the counterpart Committee from the County Assembly of Embu (MCAs) this Thursday in a bid to enhance collaboration, institutional performance and legislative excellence in the devolved system of governance.
Speaking during the session, the Chairperson of the Senate Committee on Delegated Legislation, Sen. Mwenda Gataya (Tharaka Nithi), termed the engagement a welcome opportunity to strengthen intergovernmental collaboration. “This engagement is a welcome opportunity for this Committee and most importantly, for the Senate in our continued quest to enhance institutional performance, foster unity in legislative standards, and improve public service delivery,” said Sen. Gataya.
He emphasised that such structured benchmarking exercises are essential to the maturing devolution framework in Kenya. “As devolution matures, structured benchmarking should become a cornerstone of intergovernmental collaboration and legislative excellence in Kenya,” he noted.
The meeting aimed to foster collaborative learning and deliberate on critical issues affecting county legislation, including the development and publication of subsidiary legislation. Sen. Gataya reiterated that the Senate has a constitutional and statutory mandate to oversee county governments, particularly on issues concerning delegated legislation and governance capacity.
The session further explored ways of aligning statutory instruments with primary legislation and the Constitution. “Our gathering here today further reiterates the invaluable role that the Senate Committee on Delegated Legislation plays in ensuring the alignment of statutory instruments with primary legislation and the Constitution,” Sen. Gataya observed.
Sen. Betty Montet, who echoed the Chairperson’s position, appreciated the MCAs for initiating the engagement and expressed optimism for future collaborations.
The Senators expressed the need for continued similar forums, not only with the Embu County Assembly but also with all other County Assemblies across the country, as part of the shared responsibility in ensuring that delegated legislation is effectively implemented.
Members of the Embu County Assembly, led by the Chair of the Delegated Legislation Committee, appealed to the Senate to continue providing guidance through frequent interactions with Members of County Assemblies across the country.
