Dr. Wilson K. Aruasa, PS Dr. Ouma Oluga Meet to Strengthen Health Systems in Support of UHC Rollout

Dr. Wilson K. Aruasa, Health Advisor in the Executive Office of the President, held a strategic meeting with the Principal Secretary for Medical Services, Dr. Ouma Oluga, at Afya House on Monday. The high-level discussions centered on enhancing the efficiency and effectiveness of Kenya's health systems and programs as the government intensifies efforts to implement Universal Health Coverage (UHC) under the Bottom-Up Economic Transformation Agenda (BETA).

The two senior health officials emphasized the need for coordinated action to improve service delivery, strengthen medical infrastructure, and ensure equitable access to quality healthcare for all Kenyans. Their meeting comes at a critical time as the Ministry of Health moves to operationalize key reforms intended to expand healthcare access, especially in underserved regions.

“We are aligning our health systems with the overarching goals of the Bottom-Up Economic Transformation Agenda. This involves fortifying health service delivery at all levels, from community units to national referral hospitals,” said Dr. Aruasa following the meeting.

Dr. Oluga echoed the sentiment, highlighting the importance of a collaborative approach between national and county governments, development partners, and private sector stakeholders. “Achieving Universal Health Coverage requires not only resources but also strategic partnerships and accountability,” he said.

The government’s renewed focus on health system strengthening includes scaling up primary health care, increasing human resource capacity, enhancing medical supply chains, and expanding access to diagnostics and treatment for non-communicable and communicable diseases alike.

UHC is one of the flagship components of President William Ruto’s Bottom-Up Economic Transformation Agenda, which aims to uplift the living standards of Kenyans through inclusive growth and improved access to essential services.
