Savona Project Phase Three Launched to End Kakamega’s Water Rationing Crisis

Kakamega County has taken a major step toward solving its perennial water shortage following the official launch of Phase Three of the Savona Water Project in Lurambi Sub-county. The initiative is a key milestone in Governor FCPA Fernandes Barasa’s “Amatsi Khumuliango” (Water at the Doorstep) agenda, which seeks to provide reliable, last-mile water access to every household in the county.

The newly launched phase focuses on connecting the Savona water plant to the Milimani reservoir — a move expected to significantly boost the county's daily water supply by an additional 6 million litres. This development is set to benefit thousands of residents within Kakamega Municipality and its surrounding wards, including Shieywe, Butsotso Central, Mahiakalo, and Shirere.

Implemented by the Department of Water, Environment, Natural Resources, and Climate Change, the Savona Project is a joint effort between the County Government and the World Bank, under the Financing Locally-Led Climate Action (FLLoCA) Program. Earlier phases of the project saw the successful rehabilitation of the Savona plant, the introduction of energy-efficient solar-powered systems, and the expansion of water access infrastructure.

Speaking during the launch, Governor Barasa reaffirmed his administration’s commitment to sustainable development and equitable service delivery.

“Our goal is to ensure that no household in Kakamega suffers from water scarcity,” said Governor Barasa. “With the support of partners like the World Bank, we are delivering clean, safe water right to the people’s doorsteps — improving health outcomes, reducing waterborne diseases, and enhancing the overall quality of life.”

Local residents and ward representatives hailed the project as a game-changer for the county, expressing optimism that improved water access would also spur economic activities and reduce the burden of water collection, especially for women and children.

The Savona Water Project is part of Kakamega’s broader vision to build climate-resilient infrastructure, protect natural resources, and achieve water security for all.
