President Ruto Signs Groundbreaking Disability Rights and County Funding Bills Into Law

 




President William Ruto has today reaffirmed his administration’s commitment to inclusion, equity, and devolution by assenting to two landmark pieces of legislation at State House Nairobi: the Persons with Disabilities Bill and the County Governments Additional Allocation Bill, 2025.

The Persons with Disabilities Bill is a transformative law that guarantees the rights of persons with disabilities (PWDs) to education, healthcare, employment, political participation, and accessibility to public spaces and infrastructure. The Bill strengthens legal protections and enforces measures to ensure the full integration of PWDs into all aspects of national life.

“As a country, we are committed to upholding the dignity and rights of every Kenyan,” President Ruto said during the signing ceremony. “With this law, we are dismantling the barriers that have long excluded persons with disabilities and laying the foundation for a more inclusive, just, and compassionate society.”

The President emphasized that the new law is not just symbolic but actionable, with clear enforcement mechanisms and accountability frameworks to ensure compliance across both the public and private sectors.

Also signed into law was the County Governments Additional Allocation Bill, 2025, which will channel increased funding to the counties to boost equitable resource distribution and enhance the delivery of essential services at the grassroots.

“We believe that real development happens at the community level,” President Ruto stated. “By strengthening devolution through additional allocations, we are empowering counties to serve our people more effectively.”

The legislation comes at a time when the government is intensifying efforts to promote fairness, equity, and national unity. President Ruto noted that both laws reflect his administration’s broader vision of a Kenya where opportunity and dignity are guaranteed for all.

The signing ceremony was attended by senior government officials, disability rights advocates, county governors, and representatives from civil society, many of whom hailed the new laws as bold steps forward in achieving social and economic inclusion.

These two new Acts are expected to significantly impact the lives of millions of Kenyans, ensuring that services are delivered equitably and that no citizen is left behind.
