Uasin Gishu 2027: Gubernatorial Race Narrows to Bitok and Kenei

The 2027 Uasin Gishu gubernatorial race is increasingly shaping up as a closely watched contest involving Kenya National Chamber of Commerce and Industry (KNCCI) Uasin Gishu Chairman and businessman Willy Kenei and Prof. Ambassador Julius Bitok, even as Governor Jonathan Bii faces heightened scrutiny over the management of the county’s revenue collection system.

The emerging political contest is expected to revolve around governance, accountability, economic development, investment, employment, service delivery and the future of Eldoret as a growing city.

Governor Bii’s appearance before the Senate County Public Accounts Committee, chaired by Senator Moses Kajwang’, has placed his administration under renewed public scrutiny, with lawmakers raising questions over the procurement, ownership, operation and accountability of the Sisibo Pay revenue collection platform.

The Senate proceedings have provided a fresh point of political debate as Bii seeks to defend his administration's record ahead of the 2027 General Election.

At the centre of the scrutiny was the question of who owns and controls Sisibo Pay, the digital platform used by the Uasin Gishu County Government to collect revenue from residents, traders, businesses and other taxpayers.

Questions were also raised over how the system was procured, the contractual arrangements governing its operation and the level of control exercised by the county government over a platform handling public revenue.

The committee further examined mechanisms used to reconcile money collected through Sisibo Pay with amounts eventually reflected in county financial records.

For a digital revenue collection system, the ability to account for every shilling collected, maintain a clear audit trail and reconcile transactions with county accounts is central to public financial accountability.

The scrutiny is particularly significant because Sisibo Pay was introduced by the county administration as part of efforts to digitise revenue collection, reduce reliance on cash transactions and strengthen monitoring of county finances.

The questions raised before the Senate could consequently become part of the wider political debate as candidates seek to convince voters that they can provide effective and accountable management of county resources.

The Governor and his administration are likely to face continued demands for documentary clarification on the ownership of the platform, its procurement process, administrative access, contractual arrangements, reconciliation procedures and safeguards against possible revenue leakage.

The issue has also revived attention on previous accountability questions involving Uasin Gishu County finances.

The County Public Accounts Committee previously directed Governor Bii to explain a Sh654 million discrepancy after county revenue records showed receipts of Sh9.3 billion while IFMIS transactions reflected Sh9.9 billion.

The discrepancy does not by itself establish that public funds were lost, but it has added to calls for greater clarity and accountability in the management of county finances.

For residents, the questions surrounding Sisibo Pay are therefore bigger than the technology itself.

They touch on how county revenue is collected, verified, accounted for and ultimately transferred into public coffers.

Kenei Brings Business Experience Into the Race

Against this backdrop, Willy Kenei has emerged as one of the most visible figures seeking to challenge the current political establishment.

Kenei's strongest selling point is his long involvement in the private sector and business advocacy.

As Chairman of the Uasin Gishu Chapter of the Kenya National Chamber of Commerce and Industry, he has spent years engaging traders, investors, entrepreneurs, professionals and government agencies on issues affecting the local economy.

His role has placed him at the centre of discussions surrounding taxation, business regulation, access to markets, investment opportunities, infrastructure and the challenges facing enterprises.

Kenei's supporters believe that experience could give him an advantage in understanding the concerns of businesses operating at different levels of the economy.

They point to the challenges facing small and medium-sized enterprises, informal traders, farmers seeking markets, young entrepreneurs and investors looking for a conducive environment to establish businesses.

According to his supporters, Uasin Gishu requires an administration that can work closely with the private sector to attract investment and create sustainable employment opportunities rather than relying solely on traditional political promises.

Job creation is consequently expected to be a major component of Kenei's political message.

With a large youthful population seeking employment and business opportunities, the question of how the county can expand its economic base is likely to dominate the 2027 campaign.

Kenei has also intensified grassroots engagements since announcing his political ambitions, traversing different parts of the county and meeting residents and various interest groups.

Although he is relatively new to elective politics, his supporters argue that his experience in business leadership has allowed him to establish networks across different sectors of society.

Business Community Becomes a Key Battleground

Kenei's entry has placed the business community at the centre of the emerging gubernatorial contest.

Eldoret is a major commercial centre in the North Rift, supporting thousands of traders, professionals, entrepreneurs, farmers, investors and workers.

The city's elevation to city status has further increased expectations that Uasin Gishu should take advantage of its growing economic profile.

Residents and business leaders are looking for improved infrastructure, better urban planning, reliable services, expanded markets and policies capable of attracting both local and international investment.

Kenei's campaign is expected to make these issues central to his pitch to voters.

His supporters argue that his background in business advocacy gives him first-hand exposure to the challenges entrepreneurs face and could help shape a county government that works more closely with the private sector.

However, converting business networks into broad electoral support remains a significant political challenge.

The gubernatorial race will ultimately require candidates to appeal beyond the business community and demonstrate how their proposed policies would benefit farmers, workers, youth, women, professionals, traders and residents across the county's six constituencies.

Bitok's Political Experience

Prof. Ambassador Julius Bitok, meanwhile, enters the contest with significant experience in government and public administration.

Bitok has previously been involved in the county's political contests and is seeking another opportunity to lead Uasin Gishu.

His supporters point to his experience in public service and national government as an important part of his political profile.

The Bitok camp is expected to focus on governance, development and the ability to connect the county with national government institutions and programmes.

His political activities have already generated considerable attention within Uasin Gishu, with the 2027 gubernatorial question increasingly becoming a major topic in local political circles.

Bitok's challenge will be to translate his national profile and public-service experience into grassroots political support across the county.

Bii Defends His Development Record

Governor Jonathan Bii, who is seeking to retain the seat, is expected to make his development record a major part of his re-election campaign.

His administration has highlighted investments in roads, healthcare, water, education, urban development and other sectors as evidence of progress since taking office.

The governor has also continued to defend his administration against criticism, arguing that his government has implemented numerous projects across the county.

His supporters are expected to campaign on continuity, citing ongoing and completed development projects while seeking a second mandate.

The administration's performance will, however, remain subject to public debate as residents assess whether the projects and programmes have translated into improved services and economic opportunities.

Accountability Likely to Dominate Campaign

Beyond personalities, accountability is expected to become one of the defining issues of the 2027 contest.

The questions surrounding Sisibo Pay have brought county revenue management into the spotlight, while previous financial queries have kept public finance issues alive in the political conversation.

Candidates challenging Bii are likely to use accountability and transparency as major campaign themes.

The incumbent administration, on the other hand, will be expected to explain its systems for collecting, safeguarding and accounting for public revenue while defending its development record.

For voters, the debate presents an opportunity to scrutinise the competing candidates on concrete issues rather than personalities alone.

Questions surrounding county revenue, healthcare, roads, water, agriculture, urban development, employment and investment are likely to feature prominently as the campaign gathers momentum.

A Race Still Open

Although political observers and supporters are increasingly framing the contest around Bitok and Kenei, the Uasin Gishu gubernatorial race remains fluid.

Other aspirants may still enter the contest, while existing candidates could alter their political strategies, parties or alliances before the 2027 General Election.

The eventual shape of the race will also depend on party nominations, coalitions and the ability of individual aspirants to establish strong grassroots structures.

For now, however, Bitok and Kenei are increasingly occupying significant space in the political conversation, with both presenting different backgrounds and approaches to county leadership.

Bitok brings public-service and government experience, while Kenei is seeking to translate his private-sector and business advocacy experience into elective politics.

Governor Bii, meanwhile, will be seeking to defend his record and convince voters that his administration deserves another term.

As the political temperature rises, the contest is likely to move beyond personalities to a broader debate over how Uasin Gishu should be governed, how public resources should be managed and how the county can position itself as one of Kenya's leading economic and urban centres.

For residents, the key questions will ultimately be whether the competing candidates can provide credible answers on accountability, service delivery, job creation, investment and sustainable development.

With the 2027 General Election approaching, Uasin Gishu is set for a politically intense gubernatorial contest, and the coming months are likely to reveal whether the emerging Bitok-Kenei narrative will endure or whether new players and alliances will reshape the race.
