PROF NURA MOHAMED: CHAMPIONING PROCUREMENT LEADERSHIP AND PUBLIC VALUE

Kenya School of Government Director General Prof Nura Mohamed Ph.D, EBS, continues to demonstrate the depth of leadership and strategic thinking required to transform public institutions and strengthen service delivery.

At the Kenya Institute of Supplies Management Annual Forum, Prof Nura joined fellow leaders and heads of procurement in examining procurement not merely as an administrative function, but as a powerful instrument of leadership and public value creation.

His message was clear: every procurement decision involves public resources and carries the responsibility to either strengthen public trust or undermine it.

Prof Nura challenged procurement leaders to look beyond the question of whether procedures were followed and instead focus on the impact of their decisions. Did the process create public value? Did it solve the intended problem? Was the service delivered on time? And would the same decision be made if one were spending personal resources?

Such questions, he argued, are at the heart of responsible and accountable public leadership.

His intervention comes at a time when public institutions are operating amid constrained resources, rapid technological change and the emergence of new technologies. In this environment, Prof Nura emphasised that effective procurement leadership requires far more than technical competence. It demands integrity, emotional intelligence, political agility and strategic thinking.

Under his leadership, the Kenya School of Government continues to promote a culture of ethical, strategic and results-oriented public service, equipping leaders and public servants with the skills and mindset needed to deliver meaningful change.

Prof Nura’s approach reflects a broader understanding of leadership — one that places citizens, results and public value at the centre of government operations.

Ultimately, he argues, the true measure of procurement should not be the number of contracts awarded or files completed, but the services delivered, problems solved and lives improved.

When procurement is anchored in leadership and public value, Prof Nura says, it transcends bureaucracy and becomes a catalyst for public service transformation and national development.
