Hon. Dr. Otiende Amollo Hailed for Championing Citizen Participation and Democratic Governance

Rarieda MP Hon. Dr. Otiende Amollo, SC, CBS, EBS has once again demonstrated why he stands among Kenya’s most formidable champions of constitutionalism, accountable governance and the protection of citizens’ democratic rights, following the passage of the Public Participation Bill, 2025, by the National Assembly on August 12, 2026.

The Bill, co-sponsored by Dr. Amollo and Ainabkoi MP Samuel Chepkong’a, establishes a uniform legal framework to guide public participation across national and county government institutions. Its passage marks a significant step towards giving Kenyans a stronger and more clearly defined voice in matters of governance and public decision-making.

Dr. Amollo’s role in sponsoring the legislation reflects his exceptional understanding of the Constitution and his unwavering commitment to ensuring that power remains accountable to the people. Through his legislative work, he continues to demonstrate the rare combination of intellectual depth, constitutional expertise, courage and an extraordinary sense of public duty that has made him one of Parliament’s most distinguished voices.

The Bill sets out principles and guidelines requiring public entities, Parliament and county assemblies to meaningfully involve citizens in governance and decision-making processes. In doing so, it seeks to transform public participation from a procedural formality into a substantive democratic right.

The legislation also underscores the importance of accountability in public participation. Although MPs removed Clause 20, which would have introduced criminal fines of up to Sh500,000 against state officers who failed to conduct proper public participation, the amended framework gives the High Court power to invalidate public participation processes where the law has been wilfully violated.

For Dr. Amollo, the achievement is yet another testament to his remarkable record of placing constitutional principles, the rule of law and the interests of ordinary Kenyans at the centre of his public service.

His contribution to the Bill reflects the qualities that have consistently distinguished him as an outstanding legislator: meticulous attention to constitutional detail, intellectual rigour, courage of conviction and an uncompromising belief that citizens must never be reduced to passive spectators in the affairs of government.

At a time when public trust in institutions depends heavily on transparency and meaningful citizen engagement, Dr. Amollo’s legislative intervention could not have come at a more important moment. By helping to establish a common framework for public participation, he has contributed to strengthening one of the most fundamental pillars of Kenya’s constitutional democracy.

The passage of the Bill therefore represents more than another legislative milestone. It is a powerful reminder of the impact that principled, knowledgeable and visionary leadership can have in Parliament.

Dr. Otiende Amollo deserves immense commendation for his role in advancing this important legislation. His contribution stands as a shining example of public service driven not by convenience, but by constitutional fidelity, intellectual excellence and an enduring commitment to the people of Kenya.

Indeed, in an increasingly complex political and legislative environment, Dr. Amollo continues to distinguish himself as a towering constitutional mind, an exceptional parliamentarian and an indefatigable defender of democratic governance. His record is a compelling demonstration that when legislative responsibility is entrusted to a person of profound knowledge, courage and integrity, Parliament can become a powerful instrument for protecting the rights and voice of every Kenyan.
