ESTHER PASSARIS HAILS PRESIDENT RUTO'S TRANSFORMATIVE HEALTHCARE REFORMS, PUTTING LIVES BEFORE ABILITY TO PAY

Nairobi Woman Representative Hon. Esther Passaris has strongly commended President William Samoei Ruto for what she describes as a transformative approach to healthcare that is putting the lives and welfare of ordinary Kenyans at the centre of government policy.

Passaris praised the rollout of the free 922 emergency call service, accessible across all mobile networks even without airtime, alongside the contracting of 1,243 ambulance and emergency service providers under the Social Health Authority (SHA), describing the initiatives as a major milestone in Kenya's journey towards accessible and responsive healthcare.

According to Passaris, the interventions demonstrate what is possible when government places human life above financial barriers.

She noted that during medical emergencies, every second matters and no Kenyan should be forced to worry about the ability to pay before seeking lifesaving assistance. The emergency response reforms, she said, have the potential to fundamentally change how Kenyans access urgent medical services while strengthening coordination across the country's healthcare system.

Passaris further highlighted the wider benefits of the initiative, including improved emergency response, generation of critical health data, identification of disease outbreak patterns, mapping of accident and crime hotspots and stronger disaster preparedness.

The Nairobi legislator also praised the potential of the reforms to create employment opportunities within the emergency medical services ecosystem while strengthening the country's capacity to respond to crises.

She described President Ruto's approach as leadership driven by action, innovation and strategic partnerships, arguing that the impact of government programmes should ultimately be measured by how they improve the daily lives of citizens.

"President William Samoei Ruto is building a Kenya where innovation, partnerships and prudent use of public resources translate into better services for every citizen," Passaris said, emphasizing that the ongoing reforms demonstrate a commitment to turning public resources into tangible services.

Her endorsement places her among leaders applauding the President's efforts to modernize essential public services and expand access to healthcare.

Passaris said visionary leadership is demonstrated not merely through speeches and political promises but through practical interventions that respond to challenges faced by ordinary citizens. She argued that the emergency healthcare reforms represent precisely that kind of leadership because they directly address one of the most critical moments a family can face—the sudden need to save a life.

She further expressed confidence that as more reforms take root, Kenyans will increasingly be able to judge the Government on tangible outcomes and improvements in service delivery.
