MOA President Albert M. Karakacha Welcomes Senate Decision to Annul Controversial NTSA Regulations

 


His Excellency  President Albert M. Karakacha, President of the Matatu Owners Association (MOA), has warmly welcomed the Senate's decision to annul three controversial NTSA regulations, describing it as a triumph for consultation, fairness and evidence-based policymaking.


President Karakacha noted that the decision vindicates the position the Matatu Owners Association has consistently maintained—that any major reforms affecting the transport sector must be preceded by thorough, genuine and inclusive consultations with all stakeholders.


"For a long time, we have insisted that policies with far-reaching implications on transport operators should never be imposed unilaterally. Meaningful stakeholder engagement is not a favour; it is a constitutional and practical necessity. We commend the Senate for listening to the concerns of Kenyans and safeguarding the interests of the transport sector," he said.


He observed that while the Association fully supports measures aimed at improving road safety, such measures must be practical, affordable and informed by the realities facing transport operators.


"The Matatu Owners Association has never opposed reforms. Our position has always been that reforms must emerge from dialogue, not directives. When operators are consulted from the outset, the result is better regulations, smoother implementation and greater compliance," President Karakacha added.


He said the annulment offers the government an opportunity to return to the drawing board and develop balanced regulations through broad consultations with transport operators, motorists, school transport providers and other stakeholders.


President Karakacha reaffirmed the MOA's readiness to work closely with the Government, Parliament and NTSA in crafting policies that enhance road safety while protecting livelihoods, promoting business sustainability and ensuring efficient, affordable public transport for all Kenyans.
