MEMBERS’ SERVICES AND FACILITIES COMMITTEE CONDUCTS INSPECTION VISITS IN EMBU AND KIRINYAGA TO ASSESS SERVICE DELIVERY IN CONSTITUENCY OFFICES

 


The National Assembly’s Members’ Services and Facilities Committee has conducted inspection visits across Embu and Kirinyaga Counties to assess the state of service delivery in Constituency Liaison Offices under the Parliamentary Service Commission.

The delegation, led by Nyamira County Woman Representative Jerusha Momanyi, toured several constituency offices including Runyenjes, Manyatta, Kirinyaga Central, Gichugu, Mwea, and Ndia, where they held discussions with staff on operational challenges and overall service delivery.

The Committee also visited the offices of the Embu and Kirinyaga County Woman Representatives to gather additional insights on the performance of constituency-based parliamentary services.

During the engagements, Members of Parliament focused on staff welfare, efficiency in service delivery, and general satisfaction with support provided by the Parliamentary Service Commission.

A key area of discussion was salary processing, with staff reporting improved consistency in payments, noting that salaries are now largely disbursed within expected timelines.

The MPs also inquired into the remittance of statutory deductions by Constituency Office Managers, with emphasis placed on compliance, timeliness, and accountability in financial management.

On health coverage, staff members reported contributing monthly to the Social Health Insurance Fund but raised concerns over limitations in accessing adequate medical services when seeking reimbursement or support for hospital bills.

Some employees proposed reforms, suggesting a more structured system that could reward consistent contributors with improved access to healthcare services or alternative models that would enhance efficiency and reliability in medical cover.

The Committee is expected to compile its findings and recommendations for consideration by the Parliamentary Service Commission as part of ongoing efforts to improve working conditions and strengthen service delivery at constituency level.
