Rarieda Member of Parliament, Otiende Amollo, has taken center stage in advancing legislative reforms aimed at strengthening citizen engagement, after moving the Second Reading of the Public Participation Bill, a landmark piece of legislation he co-sponsored.
While addressing the House, Hon. Amollo underscored the critical role of public participation in deepening democracy and ensuring that governance remains transparent, inclusive, and accountable to the people. He noted that the Bill seeks to provide a clear legal framework to guide how public participation is conducted across all levels of government, addressing longstanding gaps that have often led to inconsistencies and exclusion.
The legislator emphasized that meaningful public involvement in decision-making is not merely a constitutional requirement but a cornerstone of good governance. He argued that the proposed law will standardize procedures, enhance access to information, and ensure that citizens’ voices are not only heard but also reflected in policy outcomes.
Hon. Amollo also expressed his appreciation to Jane Kagiri for her indulgence during the discussion in Parliament, acknowledging her role in facilitating constructive engagement and fostering a collaborative environment that enabled robust debate on the Bill. He further thanked the relevant parliamentary Committee for the extensive work carried out across the country during the process, noting that their efforts ensured diverse views were captured.
In addition, he conveyed his gratitude to Kenyans for actively participating in the public forums, saying their input played a crucial role in shaping the Bill and reinforcing the spirit of participatory democracy.
The Public Participation Bill has drawn significant attention from lawmakers and stakeholders alike, with many viewing it as a transformative step toward institutionalizing citizen involvement in governance processes. If passed, the legislation is expected to set clear standards for inclusivity, transparency, and accountability in public consultations.
