Kisumu Central NG-CDF Praised for Clearing All Audit Queries

 


The National Assembly of Kenya’s Decentralized Funds Accounts Committee has commended the management of the Kisumu Central National Government Constituencies Development Fund (NG-CDF) for successfully resolving all audit queries within the required timelines.

The committee, chaired by Gideon Mulyungi, the Member of Parliament for Mwingi Central Constituency, noted that Kisumu Central Constituency had become the first constituency since the start of the committee’s audit review process to appear before it with no unresolved audit issues.

Addressing the constituency’s team at the committee session held at the National Assembly’s Continental House, Mulyungi applauded the fund’s Account Manager, Naphtally Ochuma, and his staff for their diligence in addressing concerns raised by auditors.

“This is the first constituency that we have had here with no unresolved audit queries. You have done well as a team, and it is laudable that all matters have been resolved within stipulated timelines,” said Mulyungi.

During the same session, Members of Parliament also met officials from Kisumu East Constituency and Kisumu West Constituency to examine reports from the Office of the Auditor-General covering the financial years 2013/2014 to 2022/2023.

For Kisumu East, auditors flagged several issues including the reallocation of emergency funds for repairs, unsupported retention payments, unaccounted fuel expenditures, and irregular procurement of classroom desks, among other concerns.

Meanwhile, officials from Kisumu West, led by Fund Account Manager Kipngetich Lang’at, were asked to explain an irregular payment of KSh 3 million related to the construction of an administration block at Onyiengo Primary School.

According to auditors, the entire project cost was paid to the contractor at the start of the project in 2022, despite the building lacking essential finishing works such as doors, windows, tiles, ceiling installations, and electrical fittings at the time of the audit.

The committee continues its scrutiny of constituency fund accounts as part of Parliament’s oversight role to ensure proper management and accountability of public funds across the country.
