Legislative Oversight through the Lens of Monitoring and Evaluation

 



Makueni County Woman Representative, Hon. Rose Mumo Museo, is leading the Kenyan delegation in Addis Ababa, Ethiopia, for the Capacity Building Programme on Monitoring and Evaluation (M&E) in Legislature.


Hon. Museo emphasized that strong governance is anchored not merely on policy formulation, but on evidence, accountability, and continuous reflection.


“This programme offers more than technical training — it provides a profound platform for learning, exchange, and institutional renewal,” she noted.


The forum brings together legislators from across Africa to engage critically on how M&E can transform parliamentary work — from measuring the impact of legislation and assessing government performance to ensuring that public resources deliver tangible outcomes for citizens.


The insights emerging from the Addis Ababa engagement reaffirm that when parliaments embrace M&E as a leadership tool, they not only strengthen oversight but also deepen democracy and promote citizen-centered governance.
