Health CS Aden Duale Cracks Down on Health Sector Fraud: 1,188 Case Files Handed to DCI, Over 1,300 Facilities Shut Down

 

 In a decisive move to restore integrity and accountability within Kenya’s healthcare system, the Cabinet Secretary for Health, Hon. Aden Duale, has formally handed over 1,188 case files containing evidence of fraud in health facilities to the Directorate of Criminal Investigations (DCI). These files were compiled following an extensive forensic review and digital audit carried out by the Ministry of Health.

Speaking during a high-level press briefing in Nairobi, CS Duale revealed that investigations had uncovered a wide range of fraudulent practices, including the falsification of patient records, inflation of medical claims, converting outpatient visits into inpatient cases, and billing for services that were never rendered. As a result of these investigations, over 1,300 health facilities across the country have already been shut down for participating in these schemes.

“These are not just numbers. These are deliberate attempts to steal from Kenyans and compromise the integrity of our healthcare system. We will not allow it,” said CS Duale.

To protect public funds and enhance oversight, CS Duale announced the formation of a new joint multi-agency taskforce comprising the Ministry of Health, the Directorate of Criminal Investigations, the Social Health Authority (SHA), the Kenya Medical Practitioners and Dentists Council (KMPDC), and the Digital Health Authority (DHA). He made it clear that accountability will be enforced at every level and that no perpetrator—whether a health facility, provider, or patient—will be exempt from the law.

In a major technological leap for healthcare management, CS Duale also unveiled an artificial intelligence–powered fraud detection system that has been integrated into the TaifaCare platform. This system tracks every transaction in real time, flagging suspicious claims and preventing irregular payments before they are processed.

“This system is already proving invaluable. Technology is now our frontline defense in the war against fraud,” he noted.

The Cabinet Secretary urged citizens to remain vigilant and report any suspected fraudulent activities through the Social Health Authority's toll-free line 147. He emphasized that public cooperation is crucial to preserving the integrity of the national health system.

“Let’s work together to protect the integrity of our healthcare system. Every shilling stolen is a life endangered,” he added.

CS Duale was joined at the briefing by Inspector General of Police Douglas Kanja, Director of Criminal Investigations Amin Mohamed, Principal Secretary for Medical Services Dr. Ouma Oluga, Principal Secretary for Public Health and Professional Standards Ms. Mary Muthoni, and CEOs of key health oversight bodies including Dr. Mercy Mwangangi of the Social Health Authority, Dr. David Kariuki of the Kenya Medical Practitioners and Dentists Council, and Eng. Anthony Lenaiyara of the Digital Health Authority. Deputy Inspector General Mr. Gilbert Masengeli was also present, among other senior government officials.
