KISE Launches Diagnostic Tool for Gifted and Talented Learners Under CBE Framework
Amb. (Prof.) Julius Bitok, Principal Secretary, State Department of Basic Education, joined Dr. Norman Kiogora, Director General of the Kenya Institute of Special Education (KISE), and key education stakeholders today to mark a major milestone under the Competency-Based Education (CBE) framework: the launch of the Diagnostic Tool for Gifted and Talented Learners.
The tool provides a scientific, structured, and evidence-based approach to identify exceptional abilities across academics, arts, sports, leadership, and innovation. It reinforces the CBE principle of moving from “what a learner knows” to “what a learner can do,” ensuring learner placement into Senior School pathways is guided by clearly identified potential.
During the launch, Dr. Norman Kiogora Stephen was widely commended for his outstanding leadership at KISE. Stakeholders praised his visionary efforts in strengthening systems to ensure gifted and talented learners are accurately identified, nurtured, and supported to thrive, reflecting his commitment to inclusive and transformative education.
Amb. (Prof.) Bitok emphasized the significance of evidence-based and inclusive education in unlocking Kenya’s brightest talent, while reaffirming government support for initiatives that ensure no child’s brilliance goes unseen.
