EACC Probes KES 2 Billion Embezzlement Scandal at NYS Gilgil College

 




The Ethics and Anti-Corruption Commission (EACC) has launched an intensive investigation into a suspected KES 2 billion embezzlement scheme involving senior officials of the National Youth Service (NYS), following a successful operation carried out on Wednesday, May 7, 2025.

Acting on court-issued warrants, EACC officers conducted coordinated searches at the homes and offices of several NYS officials and their proxies, recovering vital evidence to support the ongoing inquiry into procurement-related fraud, abuse of office, and conflict of interest.

Among those under investigation are Nicholas J. Makokha (Deputy Commandant General, Operations and Logistics), David Muthee Mbogo (Head of Supply Chain Management – Gilgil Paramilitary Academy), Joseph Maina Kagiri (Camp Accountant – Gilgil), and their alleged accomplices including spouses, relatives, and business associates.

The probe centers on allegations that between the 2019/2020 and 2024/2025 financial years, the suspects colluded to siphon public funds by awarding fictitious contracts to companies linked to themselves and their proxies, resulting in the loss of approximately KES 2 billion.

Also implicated are Felista Wanjiru Wandugi and Winfred Cherotich Towett—both wives of David Muthee Mbogo—along with Elias Muthee (Mbogo’s brother and director of Marvel Hotel), Naftali Kaberu (a known proxy), and Florence Muthoni Karanja (Kaberu’s wife).

After the raid, all suspects were escorted to EACC’s Integrity Centre headquarters for questioning and statement recording.

“The operation has yielded valuable evidentiary material. Once investigations are complete, appropriate action will follow, including possible prosecutions and recovery of any illicitly acquired assets,” said an EACC spokesperson.

This latest development adds to a growing list of corruption cases linked to the NYS, an institution previously rocked by financial scandals. The EACC has reaffirmed its commitment to ensuring that public resources are protected and those responsible for graft held accountable.
