Cabinet Secretary for Education, Hon. Julius Migos Ogamba, today visited the Mombasa Education Assessment and Resource Centre (EARC), accompanied by the Director of the Kenya Institute of Special Education (KISE), Dr Norman Kiogora, to assess its current condition and chart a clear path towards its revitalisation and full operationalisation.

The CS was received by the Mombasa County Director of Education, Mr Masibo Khituyi; KISE Council Chairman, Mr Abdi Moulid Abdi; and CSO SNE Mombasa County.

During the engagement, Dr Norman Kiogora highlighted KISE’s online data-collection tool, developed to support County and Regional Directors in systematically collecting Special Needs Education data from across the country.

CS Ogamba supported the use of the tool and directed that the required Special Needs Education data be collected and submitted as soon as possible to facilitate evidence-based planning and immediate action towards the revitalisation of the Mombasa EARC. He further called on the various agencies under the Ministry of Education to work together to harmonise Special Needs Education data and establish a unified evidence base to guide planning and resource allocation.

The harmonised data will provide the evidence required to inform subsequent decisions on budgeting, capitation and resource allocation, alongside the observations made during the CS’s visit.

The revitalisation of the Mombasa EARC will enhance access to assessment, referral, therapy and other specialised support services for learners with disabilities across the Coast region.
