Evans Odhiambo Aoko Unveils Bold 2027 Kiplombe Manifesto, Promises Jobs, Water, Digital Hubs and Inclusive Development

Kiplombe Ward MCA aspirant Hon. Evans Odhiambo Aoko has unveiled an ambitious 2027 election manifesto, promising inclusive development, youth empowerment and improved access to essential services under the theme "Pamoja Tunajenga Kiplombe Inayofaa Wote" and the motto "Huduma, Heshima, Maendeleo."

The manifesto presents a broad development agenda focusing on employment creation, improved infrastructure, access to clean water, healthcare, education, women's empowerment and support for persons with disabilities.

Aoko said his leadership would prioritize job creation by establishing a Kiplombe Youth Business Fund to provide soft loans and grants to youth-owned businesses, including boda boda SACCOs, salons, car washes, retail shops and startups. He also pledged to push for the establishment of digital hubs in key centres across the ward, equipped with free Wi-Fi, computers, solar backup and digital skills training to prepare young people for online employment opportunities.

The manifesto further proposes partnerships with TVET institutions, NITA, private companies and development partners to offer vocational training and apprenticeship opportunities in various technical fields.

To nurture local talent, Aoko pledged to establish a Kiplombe Talent Centre and organize quarterly football leagues, athletics championships and creative arts competitions aimed at identifying and supporting emerging talents.

Women empowerment also features prominently in the manifesto. The aspirant promises a Mama Business Fund offering grants and affordable loans, support for women's groups, improved market access, maternal healthcare services, cervical cancer screening and skills development programs in entrepreneurship and digital marketing.

For persons with disabilities, the manifesto proposes accessible public facilities, business support programs, assistive devices, bursaries, digital literacy training and the formation of a Kiplombe PWD Council to ensure their voices are represented in decision-making.

The plan also outlines support for elderly residents and widows through quarterly health outreaches, food assistance, business support initiatives and the establishment of an Elders Council to advise on community matters.

Education remains a key pillar, with commitments to timely bursary disbursement, support for orphans and vulnerable children, improved ECDE learning facilities and expanded school sports programs.

Addressing the long-standing water challenges affecting several parts of Kiplombe, Aoko proposes drilling solar-powered boreholes, expanding water pipelines and partnering with government agencies, corporate sponsors and international development partners to improve water access. He also plans to establish community-managed water kiosks.

On infrastructure, the manifesto prioritizes upgrading roads in West Market, Township Primary area, West Clinic, Transformer, Kolongei, Tebeson, Chebarus and Upper Kiplombe through collaboration with both county and national governments.

The aspirant also promises solar street lighting, improved electricity connectivity, quarterly free medical camps, enhanced security through community policing initiatives, and regular community clean-up exercises involving youth and women groups.

To promote accountability, Aoko has pledged to publish quarterly reports on ward development projects and finances, maintain open office days for residents and use digital communication platforms to keep the public informed on opportunities and ongoing projects.

The manifesto concludes with a call for inclusive leadership, stating that empowering youth, women, persons with disabilities, elders and vulnerable families will transform Kiplombe into a prosperous and united community ahead of the 2027 General Election.
