Uasin Gishu County Launches “Leseni Mashinani” Revenue Drive to Boost Local Services

 



The County Government of Uasin Gishu has officially launched the “Leseni Mashinani” initiative, a grassroots revenue mobilization campaign designed to enhance service delivery and deepen engagement between the county administration and residents.

The launch event, held at the Uasin Gishu Service Center, was presided over by County Executive Committee Member for Roads and Public Works Dr Abraham Serem, who represented Governor Jonathan Bii.

Bringing Services Closer to the People

Speaking during the launch, Dr. Serem described the initiative as a transformative step in strengthening the county’s revenue base while improving accessibility of services to wananchi at the grassroots.

“Today marks an important and honourable day for Uasin Gishu. This initiative positions us as the nerve center of transformative service delivery. ‘Leseni Mashinani’ is not just a program—it is the key to unlocking sustainable local revenue,” he said.

The initiative is aimed at taking essential county services—including business licensing, permits, and compliance services—closer to traders, entrepreneurs, and residents across wards and villages. By decentralizing these services, the county hopes to improve efficiency, reduce bureaucratic delays, and encourage voluntary compliance among residents.

Dr. Serem emphasized that the program aligns with the broader development vision of Governor Bii’s administration, which prioritizes inclusivity, accountability, and citizen-centered governance.

“We are committed to ensuring that no resident is left behind. By going mashinani, we are not only collecting revenue but also listening to the people, understanding their needs, and responding in real time,” he added.

Revenue as a Pillar of Development

County Executive Committee Member for Finance and Economic Planning Micah Rogony lauded the initiative, noting that sustainable local revenue is critical to financing development projects and maintaining essential services.

He commended the technical and implementation teams for their dedication in rolling out the program, saying the initiative would significantly improve revenue collection while fostering trust between the county government and its residents.

“Revenue is the backbone of service delivery. When we strengthen our own-source revenue, we reduce overreliance on external funding and gain the capacity to implement projects that directly impact our people,” Rogony said.

He added that the “Leseni Mashinani” campaign is not merely about enforcement, but about creating awareness, simplifying processes, and building a culture of compliance among residents and businesses.

Enhancing Public Participation and Compliance

Officials noted that the initiative incorporates public engagement forums, where residents can interact with county officers, seek clarification on licensing requirements, and raise concerns affecting their businesses and livelihoods.

 


By deploying teams to various parts of the county, the government aims to ensure that traders—especially small-scale operators—are reached directly, reducing the need for travel to central offices.

“This is about convenience and fairness. When services are brought closer, compliance becomes easier, and everyone benefits,” one official noted during the event.

The county leadership expressed optimism that the initiative will not only increase revenue but also stimulate local economic growth by formalizing businesses and creating a more structured operating environment.

Dr. Serem reiterated that the success of the initiative will depend on collaboration between the government and residents.

“We call upon all traders and residents to embrace this program. It is for your benefit. The more we strengthen our revenue systems, the more we are able to reinvest in roads, healthcare, markets, and other essential services,” he said.
