The National Cohesion and Integration Commission (NCIC) is on the spot for failing to effectively curb rising hate in the Country.
The Commission has been criticized for becoming toothless.
Gender advisor in the office of Trans Nzoia Governor ,Mama Justina Sitti now says the ‘’ toothless ‘’commission should be disbanded due to its failure to hold leaders accountable for their careless political remarks.
Mrs.Sitti joined several other leaders in condemning utterances made by former cherang’any member of parliament Joshua Kuttuny , a close ally of president William Ruto for incitement and ethnic tensions.
Speaking to the media in Kitale, Tuesday, Mama Sitti said the remarks attributed to kuttuny were unfortunate and uncalled for.
The attacks on Trans nzoia Governor George Natembeya, Mama Siti said were unwarranted , warning Kuttuny to desist .
It can be recalled authoritatively that it is not the first time for Kuttuny
to make such careless remarks . He was arrested on hate speech charges , notably in 2010 for inflammatory statements while campaigning against the proposed new constitution alongside other lawmakers that included then education minister, William Samoei Ruto the current President of Kenya.
Mama Sitti said Kuttuny’s message regarding the circumcision rites of the Abaluhya, more so the Ababukusu was inflammatory and ill intended.
She noted that while the recent case statement highlights a broader issue of a ‘’ reckless utterances, his political story shows a pattern of confrontational rhetoric, particularly during times of political restructuring in the country.
She said ‘looking at the political profile of Joshua Kuttuny she couldn’t help noticing the chicky tribal chauvinism from a young man twice elected as MP Cherang’any by the majority luhya s who rejected their own .
‘’ I want to tell the honourable Joshua Serem Kuttuny who seems to be talking too much while thinking that rhetoric will add votes to leave the Bukusu circumcision rites and Trans Nzoia County Governor Dr.George Natembeya out of his political frustrations ‘’
She further said the former MP must apologise to the electorate who overwhelmingly voted for Governor George Natembeya .
Former Matumbeyi ward representative paul jeremia Wakhulia said such characters should be arrested and prosecuted , adding that if they will continue remaining scot free as they celebrate their dirty talk’ fears will continue rising as it was in 2007 when a wave of such careless utterances caused ethnic violence.
Mr. Wakhulia noted that ‘’ Kuttuny’s outbursts have been interpreted by the impressionable rural population in the larger Mulembe dominated region as a call to have them rejected and depicted as inferior and treated far less the same as the uncircumcised.
Trans Nzoia County oversight Anti- Corruption Chairman Bishop Raymond Mutama said that ‘’ today as the country prepares for the August 2027 general elections, there are fears that such inflammatory statements are creeping back with precision and need to be curbed.
The Cleric who is also the Trans Nzoia County Chapter Chairman of the Inter Religious Council noted with deep concern rising cases of reckless and divisive utterances attributed to the former Cherang'any MP
" We have witnessed statements that mock other communities, attack cultural practices and profile kenyans along ethnic lines for political gain.
The Council, he said will continue to condemn all forms of hate Speech, ethnic contempt and incitement.
Bishop Mutama added that " Trans Nzoia County is a Cosmo-politan Unit whose strength is in the diversity of all tribes residing there.
Former Sitatunga ward representative Daniel Kaburu says Kuttuny who is nursing political injuries is trying to show the electorate the spoils that will flow to them if they regroup and vote out the incumbent MP Patrick Simiyu Barasa. And here the spoil-of- spoils in Cherang’any istalking rubbish through mother tongue to reinvent oneself.
Dr. Kaburu said the strong undercurrent of political antagonism has been running between the Luhya and the Kalenjin in cherang’any over feelings driven by kuttuny and his misplaced ilk who feel that traditionally ‘’ Cherang’any belongs to the Kalenjin Community and that the political seat currently being held by honorable Patrick Simiyu Barasa ( A Luhya) was stolen from them.
Dr. Kaburu further accused former MP Kuttuny for driving the narrative of the ‘’ ball having been kicked until it got lost in a maize plantation during the August 2022 elections ‘’. He reminded Kuttuny to mind his tongue if he wants to be re- elected to the office of an MP.
‘’ Stop such utterances especially on Trans Nzoia Governor George Natembeya . Your ruthless exploitation of such uncouth talk will land you in the wrong books especially with the community which has supported you for two consecutive terms’’, said the former MCA, now a member of the Kitale Municipality Board.
