Government Intensifies Security Assessment in Kerio Valley, Launches Usajili Mashinani Programme in Kapenguria
The National Government has commenced its second day of security assessment in the Kerio Valley region, alongside the official launch of the Usajili Mashinani Mobile ID Registration and Sensitisation Programme, aimed at bringing critical registration services closer to citizens.
The high-level delegation arrived in Kapenguria, West Pokot County, led by senior government officials, including PS Dr. Belio Kipsang’ (Immigration and Citizen Services), PS Joel Arumonyang (Public Works), Deputy Inspector General of Police Eliud Lagat, and eCitizen Services Director General Amb. Isaac Ochieng, among other senior officials from Immigration, Civil Registration, and Integrated Population Registration Services.
The initiative seeks to address documentation gaps, enhance citizen access to government services, and strengthen security coordination across the Kerio Valley.
Speaking during the event, Kacheliba MP Titus Lotee lauded the government for prioritising service delivery and security in a region that has historically faced marginalisation and insecurity. He said the rollout of mobile ID registration will significantly benefit residents who have long struggled to access registration centres due to distance and insecurity.
“This programme restores dignity to our people. Proper identification is not a privilege—it is a right, and it unlocks access to education, healthcare, and economic opportunity,” Lotee said.
The MP further emphasised the importance of sustained security operations in Kerio Valley, noting that peace remains central to development and the success of government programmes.
West Pokot leaders present included Governor Simon Kachapin, Deputy Governor Robert Komole, Kapenguria MP Samwel Moroto, Sigor MP Peter Lochakapong, County Woman Representative Rael Aleutum, County Speaker Frederick Siywat, NRVWDA Chairperson Prof. John Lonyangapou, KVDA Director Simon Kalekem, MCAs, and other local leaders.
The Usajili Mashinani programme is expected to significantly boost national ID registration, improve population data accuracy, and strengthen service delivery in remote and underserved regions.
