Treasury Fast-Tracks Digitisation to Enhance Efficiency and Accountability, Says PS Dr. Chris Kiptoo



 The National Treasury and Economic Planning is accelerating the digitisation of its services across departments as part of a broader reform agenda aimed at enhancing efficiency, strengthening oversight, and deepening accountability in public financial management, Permanent Secretary Dr. Chris Kiptoo has said.

Dr. Kiptoo made the remarks this morning while addressing staff of the Public Debt Management Office (PDMO), led by Director General Raphael Owino. The session focused on the Development Partners Management Information System (DPMIS) and the Electronic Document and Records Management System (EDRMS).

The PS highlighted that the DPMIS, developed in-house by the Resource Mobilisation Department under the Directorate of Public Debt Management, is designed to transform the coordination, transparency, and management of development partner resources.

“DPMIS addresses long-standing challenges, including fragmented data across departments. Once fully operational, the system will centralise development partner data, enable real-time financial tracking, strengthen project performance monitoring, and support robust reporting and analysis,” Dr. Kiptoo said.

He added that the system will reinforce accountability, enable evidence-based decision making, and ensure that development resources are more closely aligned with national priorities. The system will initially be piloted before being rolled out fully across the Treasury.

The digitisation initiatives, including the EDRMS, are part of the Ministry’s broader strategy to streamline operations, improve service delivery, and strengthen public financial management systems.

Director General Raphael Owino welcomed the reforms, noting that the systems would enhance efficiency in managing Kenya’s public debt and development resources while providing real-time insights for better policy and investment decisions.

The Treasury plans to continue implementing technological innovations that will modernise government processes, making them more transparent, accountable, and responsive to the needs of Kenyans.
