PS Muoria Honoured with Dual National Awards for Audit Excellence and Transformational Leadership

Principal Secretary for Technical and Vocational Education and Training (TVET), Dr. Esther Thaara Muoria, has been feted with two top national awards in recognition of her exemplary leadership and stewardship of public resources during the 2025 End of Year Public Service Reflection Dinner and Agenda-Setting Retreat in Kisumu.

Dr. Muoria received the Achievement of an Unmodified Audit Opinion Award and the Transformational Leadership Award, honours she described as a testament to the collective dedication of the TVET ecosystem.

“I give glory and honour to God for this recognition. It is a humbling affirmation of what can be achieved when an entire ecosystem moves with unity of purpose,” she said during the ceremony.

An unmodified audit opinion is among the highest endorsements of accountability in public finance, signalling strong internal controls and responsible management of government funds. The Transformational Leadership Award celebrates Dr. Muoria’s role in modernising TVET institutions, strengthening governance frameworks, enhancing operational efficiency, and fostering a performance-driven culture across the State Department.

Dr. Muoria dedicated the accolades to staff, partners, and trainees within the TVET sector, praising their creativity, resilience and commitment to ongoing reforms.

She noted that the recognition highlights the combined efforts invested in modernising institutions, promoting financial discipline, empowering trainees, and positioning the TVET system as a cornerstone of national development.

“Every milestone reflects the courage and determination of our staff and trainees to learn, innovate, and build a stronger Kenya,” she said, adding that the awards will energise ongoing efforts to make Kenya’s TVET system globally competitive and more inclusive.

The Kisumu retreat brought together public sector leaders to reflect on achievements made in 2025 and to outline priorities for the 2026 performance cycle. Dr. Muoria’s recognition was celebrated as a benchmark for excellence, capturing integrity, innovation and a disciplined, results-oriented approach to public service delivery.
