Trans Nzoia Partners with CAJ to Strengthen Grievance Redress and Access to Justice in Climate Action Program



The County Government of Trans Nzoia has entered into a strategic partnership with the Commission on Administrative Justice (CAJ), also known as the Office of the Ombudsman, to enhance grievance redress mechanisms and promote access to justice—particularly within the Financing Locally Led Climate Actions (FLLoCA) program.

During a high-level engagement held at Governor George Natembeya’s Townhall Office on Monday, CAJ Chairperson Charles Dulo confirmed the commission’s commitment to supporting the county through legal framework development and capacity building for county officers tasked with handling public grievances.

“We will offer technical and institutional support to ensure that justice is not only done but is accessible to all citizens, especially in the implementation of critical programs such as FLLoCA,” said Mr. Dulo. He emphasized CAJ’s role in facilitating Access to Information, as guaranteed under Kenya’s 2010 Constitution, as a key pillar in ensuring transparency and accountability in public service delivery.

Governor Natembeya welcomed the collaboration, calling for the expansion of the redress system beyond individual projects like FLLoCA to a countywide grievance framework. “We must institutionalize mechanisms that ensure our people can raise concerns and get timely, fair resolutions—not just in climate-related initiatives but across all sectors,” he said.

The meeting also brought together members of the County Climate Change Unit (CCU), who engaged with the CAJ delegation on two critical fronts: enhancing access to public information and ensuring a robust grievance redress mechanism under the ongoing FLLoCA program, which is currently active in all 25 county wards.

Key figures in attendance included CAJ Vice Chairperson Dorothy Jemator, Acting CECM for Water, Environment, Natural Resources and Climate Change Dr. Pepela Wanjala, Chief Officer Dorothy Nyukuri, and CCU Focal Person Godfrey Wekesa, among other members of the Climate Change Unit.

The partnership marks a proactive step in reinforcing good governance and citizen engagement in climate action and public service, positioning Trans Nzoia as a model county in upholding administrative justice and environmental accountability.
