Three Directors of Ramagon Construction Arrested by EACC Over Sh59 Million Matili Institute Fraud

The Ethics and Anti-Corruption Commission (EACC) has arrested and interrogated three directors of Ramagon Construction Company in connection with a multi-million shilling fraud involving Matili Technical Institute in Bungoma County.
Abdi Barre Abdi, Hassan Barre Abdi, and Nagenye Mohamoud Dahir were arrested in Bungoma town and subjected to over 15 hours of interrogation before being released on police bail. The trio is under investigation for allegedly conspiring with senior government officials to defraud the institution through an inflated construction tender.
According to a statement from the EACC, the original tender, valued at Sh29 million, was fraudulently increased to Sh59 million. The Commission further alleges that the directors manipulated the payment process to claim an additional Sh9 million for services that were never rendered.
In a shocking turn, the alleged fraudulent dealings also led to the questionable public auction of a Matili Institute vehicle used for student driving instruction. The vehicle, initially valued at Sh5.4 million, was sold for a mere Sh1.2 million—raising red flags about the legitimacy of the process.
The suspects were transferred to EACC offices in both Bungoma and Nairobi for further investigation. EACC has confirmed that upon conclusion of the probe, it will recommend criminal prosecution of the suspects and seek recovery of the misappropriated public funds and assets.
"This is a clear case of abuse of office and collusion to defraud a public institution. We are committed to ensuring justice is served and public resources are recovered," the Commission said in a statement.
The ongoing scandal has plunged Matili Technical Institute into a state of crisis, with growing concerns among stakeholders and local leaders about the potential closure of the school due to financial instability and disrupted services.
In response, EACC has moved to court seeking to nullify the claims made by Ramagon Construction Company, branding them as fraudulent and lacking any legal merit.
The development has sparked outrage in Bungoma, with calls for immediate action and accountability from all parties involved in the scandal.
