Top University of Nairobi Officials
The Ethics and Anti-Corruption Commission (EACC) has arrested and arraigned several senior officials from the University of Nairobi, including council members and the acting Chief Operations Officer, over allegations of abuse of office and fraudulent appointment.
Among those arrested are Prof. Amukowa Anangwe, Dr. Ahmed Sheikh Abdullahi, Carren Kerubo Omwenga—members of the University Council—and Mr. Brian Ouma, the Acting Chief Operations Officer (COO). The arrests follow an EACC investigation which found that Mr. Ouma was irregularly appointed to the COO position, despite lacking the necessary qualifications.
According to EACC, the Council improperly conferred the benefit of the position to Mr. Ouma by unlawfully passing a resolution that violated established recruitment and appointment procedures.
“The appointment of Mr. Ouma was not only irregular but amounted to an abuse of office, and a deliberate breach of public trust,” the Commission said in a statement released today.
Mr. Ouma now faces charges of unlawful acquisition of public property, specifically salary payments amounting to KSh 32,459,406.15, which he received during his tenure in the position.
The inquiry file was forwarded to the Office of the Director of Public Prosecutions (ODPP), which approved charges of abuse of office against the following council members:
- Prof. Amukowa Anangwe
- Dr. Ahmed Sheikh Abdullahi
- Carren Kerubo Omwenga
- Joel Kamau Kibe
- Dr. Darius Mogaka Ogutu
The four suspects already in custody were processed at Integrity Centre Police Station and later arraigned in court. Meanwhile, EACC has summoned the remaining two council members—Mr. Joel Kamau Kibe and Dr. Darius Mogaka Ogutu—to report to EACC headquarters immediately.
The Commission also revealed that it is pursuing other investigations linked to the University, including alleged embezzlement of public funds and the irregular leasing of university land by senior officials.
This latest development deepens scrutiny over governance at one of Kenya’s premier public universities and signals renewed efforts by EACC to hold public officials accountable for financial misconduct and irregular appointments in the public service.
